How does this differ from ftp? Does it work on all large webpages? Or is it just an alternative to ftp with the same sort of limitations?

I think the only way they can ban them is to ban having multiple connections open to unapproved IP addresses.

Now, if they bring the black list in, it will be a list, and not a random filter? If it's a random filter, they're gone anyway. If it contains a list of approved sites, they're gone too.

Microsoft provides free software to anyone .gov agency that can detect people using this kind of software, so they know who is using the programs anyway.
