Former Labor leader Mark Latham, regarded by some commentators as having nearly cost Julia Gillard the last election, now appears set on costing her the next.

In a column on the Financial Review, Mr Latham says some time in this parliamentary term, Labor factional bosses will need to deal with the reality that Julia Gillard is a dud leader who can't win.

He said the trick would be for Labor to change leaders without triggering a change of government.

As it now stands, her leadership is protected by the agreement with the independents who could legitimately say a change of leader would mean their agreement to back Labor in parliament no longer applied.

Mr Latham said Labor's NSW right was restive with heavyweight Graham Richardson arguing that under Ms Gillard, policy paralysis was developing.

He said Mr Richardson was already exploiting the proven destabilisation technique of criticising her staff while NSW right leader Mark Arbib, who played a key role in dumping Kevin Rudd, was not a happy camper.

"The Arbib/Richardson tactic will be to grind down Gillard, seeping poison into the press, a slow burning strategy of attrition," he said.

Mr Latham said the NSW right candidate was Immigration Minister Chris Bowen who should be prime minister by the end of 2012, provided he could build a relationship with the independent MPs.

Mr Latham was opposition leader from December 2003 to January 2005. His intervention in the election campaign was regarded as a distraction which cost Labor valuable momentum.

Labor has as big a problem with it's left and right factions, as does Liberals.

Both Liberal and Labor wings are well due to imploded.

As for replacing Gillard, wishful thinking.

well there is almost 8 million people in Hong Kong..rather more than in the whole of NSW... seems to me skippy that when people leave the cities they leave it for all sorts of reasons..they do in some case give up having sewage..phone connections..all sorts of things and they know that before they make their choice to live in the bush/ country, it is not the same as living in the city...and its not meant to be.

now you are all saying we/they are entitled to the NBN because for some unknown reason they are all in a hurry when it comes to the web. . these people live without hospitals.. even schools in some parts. ambulances taxi service.. no pizza delivery. mail once a week. yet this is the new B.all and End all of the world to them..

makes me wonder how they survive all this time without it!!

23KMs from a major city is NOT the bush.
We deserve the same services as people in major cities, the city closest to me, 23 KMs away, houses Telstra's major call centre in Australia, many businesses are no longer tied to the CBD of Sydney, its called progress, something if left up to the likes of you, would not have moved past a horse and cart.

Rudd gave a commitment as part of his election speech in 2007.

JULIA Gillard's cash-for-clunkers proposal would cost 15 times more than an emissions trading scheme to reduce carbon pollution.

And no research has been conducted on the fallout on used car dealers from the vehicle buyback policy.

Bureaucrats charged with administering the Cleaner Car Rebate scheme have confirmed that compliance to ensure vehicles were scrapped was a "major concern" overseas.

Under the plan, owners of cars manufactured before January 1, 1995, will be eligible for a $2000 rebate when they buy a new car with a Green Vehicle Guide greenhouse rating of six or above.

The scheme is capped at 200,000 vehicles over four years.

Climate Change Minister Greg Combet has repeatedly declined to detail the carbon abatement cost per tonne of the cleaner car scheme, which has already been delayed for six months.

But the Department of Innovation has now confirmed for the first time that the cost of abatement under the $430 million scheme is $429.70 per tonne over the decade
