It was not all about JuLiar. She was representing Australia and therefore, should have followed the example of Governor General who was dressed superbly and behaved properly (must have spent some time in a finishing school!)

It is no longer compulsory to curtsy or bow (in the case of men) to the Queen or any of her Royal family members. It is appreciated if you do, but not required, nor is it expected. It's just a show of respect.
