PUP won't back Thursday carbon tax repeal

Date
    July 10, 2014
    The Age

Clive Palmer has thrown a last-minute curveball at the Abbott government by announcing his senators will delay a Senate vote on the carbon tax.   :)

The Palmer United Party had an agreement with the government to support amendments that guarantee savings from the abolished tax are passed on to consumers and business.

But on Thursday, after supporting a government move to bring on a vote at 11.50am (AEST), Mr Palmer announced changes to PUP amendments.

The amendments provoked a "violent reaction" from the government, he told reporters in Canberra.

"There are no circumstances that we'd be voting today for the carbon tax repeal."

The latest changes include replacing the word "may" with "must" and putting 14 and 30-day timeframes on specific compliance measures.      :)

As well they ensure that if savings are not passed on by July 1, 2015, companies would be required to pay a penalty - amounting to 250 per cent of any savings - to the federal government.

Mr Palmer said the amendments were lodged with the Senate Clerk's office at 8.30am.

"We asked that it be distributed and we had a violent action from government, a violent reaction I would say," Mr Palmer said.

"We had ministers calling us and visiting our senators and complaining."

Mr Palmer defended his party's move, arguing the changes ensure savings would be passed onto consumers.

Sounds like a fair amendment.

Must give certainty.  "May" gives nothing.

So much for "not doing any deals with minor parties!"

They are behest to a party with less members than the greens.

I have to laugh - Tony thought the new senate was going to be a cake walk.

As it is - it appears it is even more unpredictable.

I hope Tony is good at negotiating (BAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHA).

Opposing for the sake of it was a great tactic - Tony was excellent at it and must now reap the consequences.

12.10pm AEST
Palmer played down any suggestions that the confusion was his fault. Asked whether the government had engaged in trickery, Palmer said:
It could have been but you never want to underestimate the incompetence of the Abbott government.

The LNP tears are delicious.

Tony displayed the same behavior when in opposition.

If you want anyone to blame, blame him!

I love this country - I don't like what Tony and the LNP stand for and am happy that someone is standing up to them.

It's no-ones fault but the LNP's - if they can't negotiate with other parties, then they will keep having this problem.

Out of spite or because the vast majority of his budget is based on nothing more than ideology, and has no "mandate" from the electorate?

I'm happy to talk to you about a reason for another election, but there is a thread on that topic that you're welcome to comment in. As opposed to running away from the inconvenient truths in that thread, and instead posting what you think about it here ;D.

I don't really care about the carbon tax being repealed or not. I am however concerned about the potential $70B blackhole this government is actually producing.

henny penny...

how is it that you are not concerned by the 300 Billion Dollar black hole that the Labor/Green coalition left Australia which is still climbing?

how come you are crying in other threads about cutbacks that are needed to get the budget back in the black?

where's your concern there?

the Labor/Green coalition want to keep giving handouts and increasing expenditure above and beyond CPI which has already put Australia in HUGE debt

they have left us in the worst economic state in the history of Australia

and all you want to do is vote them back in..

I won't try to once again explain to you why this country is in debt, because clearly you're one of those palms on ears and sing a song type of person.  But what I will say is very simply this: Any government that is truly concerned about the budget deficit would not be seeking to remove revenue and add to the deficit.

It's either the coalition is utterly stupid or incompetent.  Which one?

This is about the Liar King trying to put a swifty over Clive and the pups. That one word 'may' could of made a world of difference to the implementation of the bill.

The Liar King got caught out lying AGAIN. It about time the Libs woke up 'grew a pair' and got rid of the liability that is the Mad Monk. The Mad Monk is pulling down Australia, our international reputation and the LNP.

you might like to parrot the ALP but in REAL news, the international community is rather impressed by Abbott. Obama spoke very favourably of his diplomacy in SE asia.  Indonesia doest like us (but never have) but now respect us.  and the FTAs etc...

Why?

This is about the Liar King trying to put a swifty over Clive and the pups. That one word 'may' could of made a world of difference to the implementation of the bill.

The Liar King got caught out lying AGAIN. It about time the Libs woke up 'grew a pair' and got rid of the liability that is the Mad Monk. The Mad Monk is pulling down Australia, our international reputation and the LNP.

you might like to parrot the ALP but in REAL news, the international community is rather impressed by Abbott. Obama spoke very favourably of his diplomacy in SE asia.  Indonesia doest like us (but never have) but now respect us.  and the FTAs etc...

stop listening to propaganda and start listening to NEWS.

Indonesia now respects us... Ur evidence is?

I missed obamas speech... Ur evidence is
And China hates tony.

the fact you missed obamas speech is not my problem. Google it. Indonesia has always treated us poorly esp under Labor who bent over ever time they got snotty and yet another perceived slight. Abbot flipped them the finger and the relationship is still crap - just as it was under labor - but this time we have our self-respect.  Their 'co operation' was no such thing.  The boat people stopped AFTER they ceased their 'co operation'

This is part of the problem with debating on here and why I no longer bother.  You spend all your time trying to prove that which was head line news 2 weeks ago.  the average goldfish remembers better than posters on here.

you have been SO conned and so lied to by your anti-abbot rhetoric that you believe ANYTHING that supports it no matter how unsupported or stupid.

I'm angry with the liberals for things they didn't have a mandate for e.g. bashing the poor.

HOWEVER....Tony Abbott has a gold plated mandate from the Public to deep six the Carbon Tax. It was one of his two major platforms the other being to Stop the Boats.

Unfortunately the stupid bloody public have voted in a bunch of bloody dickheads to sit in the Senate and f... the Country over.

Why on  Earth people would vote for dickheads in the Senate, then give their vote to either Liberals or Labor in the Lower House is beyond comprehension. Maybe there are more bogans out there that we care to admit.

Crikey's critique:

Quote:

BERNARD KEANE
Crikey politics editor

CARBON TAX, CLIVE PALMER, GREG HUNT, LEGISLATIVE PROCESS, SENATE

Many things can go wrong when you're trying to get legislation through a chamber you don't control. Crossbenchers need to be placated and their concerns met. If you're in the Coalition, sometimes you even need to placate your own backbenchers, especially Nationals. You need to get the timing of the vote right, because the Senate's laborious way of doing business can condemn bills to purgatory unless it's aggressively managed. Amendments need to be carefully prepared to make sure they fit the bill they're amending and the legislation that bill is changing, if necessary, and the legislative paraphernalia that may be needed for them, like amended explanatory memoranda and regulatory impact statements, prepared. Documents need to be printed and circulated before votes, in accordance with Senate procedures. Departmental officials and lawyers, and ministerial staff, have to work closely together to make sure everything runs smoothly -- and that's before they all cram into the advisers' box down the front end of the chamber, usually with several kilos of folders between them, to help guide ministers through the process.

As Bismarck famously suggested, like sausage-making, the whole legislative process doesn't exactly look appetising.

But when your Senate leader ends up outside the chamber desperately negotiating on the fly with crossbenchers over major amendments after you've succeeded in shutting off debate in order to bring on a vote, that's pretty much the worst scenario possible. Well, actually, there's an even worse scenario -- losing the vote. And that's what happened yesterday: on the single biggest piece of legislation of the Abbott government's first term, the government killed debate in the Senate, brought on a vote, and lost when it was thinking it would win. Bismarck's sausage machine had blown up and showered the government with offal.

In the long run, the actual outcome won't matter a great deal -- assuming Clive Palmer doesn't have an agenda to simply keep inventing reasons not to pass the carbon price repeal bill (and that's not necessarily a safe assumption), the carbon price will be repealed next week. But yesterday's legislative disaster was another bad sign for a troubled government.

Undoubtedly Palmer engineered events to inflict maximum damage on the government. But the government played right into his hands. Responsibility for the negotiation and amendment process for the carbon price repeal bill belongs to the portfolio minister, Greg Hunt, whose office, in co-ordination with the Prime Minister's Office, was supposed to be managing the bill.

"Abbott and poor performers like Hunt will have to lift their game if the government is to avoid the ongoing impression of chaos."

By his own admission, Hunt must have known about the problems of the PUP's last-minute amendment yesterday morning, almost an hour before the government brought on the gag motion in the Senate that set the clock ticking for an 11.50am vote. Indeed, Palmer actually flagged that something was afoot to journalists even earlier in the morning. Yet the government's Senate leadership proceeded with the gag motion. Did Hunt's office tell them or the PMO of the problems? If Hunt did, the decision to proceed with the gag motion significantly worsened the government's predicament -- it's one thing to be dudded by Clive, but quite another to set the clock ticking to a failed vote. If Hunt didn't, it's a major failure by his office.

So it's back to the House of Reps next week for the repeal bill, where the Doyens of Deregulation will pass an absurdly draconian amendment imposing requirements on business relating to passing on cost savings. Couldn't happen to a more deserving bunch: for three years, the Coalition has been incessantly claiming the carbon price would inflict exorbitant cost increases on families. Well, the PUP are taking the Coalition's claims seriously and demanding those big cost increases -- which never happened -- be eliminated. As for business complaints about the PUP amendment, well, they should've thought of that when they campaigned so hard against Labor for the removal of the carbon price.

Yes, Japan certainly is.  In one great speech, Tony absolved them for machine gunning nurses, raping women, having comfort ladies, keeping australians in POW camps and a host of other atrocities.

No wonder he is so popular with the Japanese.   An absolute star on the world stage.  The Germans must be itching to have him over there to absolve them of the holocaust

He can try. The other parties have as much as a mandate as he does to pursue their agendas. Even if we accept the carbon tax mandate, which I don't, that does not mean in any way he wishes.
