Ultimately, the only solution will be to ban all travel from these areas, period.  That doesn't solve these country's problems but it stops it spreading. Again, the only real solution is to let itself 'burn out' by banning movement of people in these countries.  It might seem harsh (and it is) but if it has been done earlier, the problem would be over and 3000 people still alive.
