"I regret that the invitation to address the special joint session of Congress has been perceived by some to be political or partisan," Mr Netanyahu said. "I can assure you that my sole intention in accepting it was to voice Israel's grave concerns about a potential nuclear agreement with Iran that could threaten the survival of my country." Obama is the first female prez.

Given that Israel can reasonably expect to be the very first target of any Iranian nuclear weapon launch, it's naturally in Israel's interest for the PM to present his case regarding any nuclear deal with Iran to the American Congress, given that he was initially invited by the House Speaker to do so.
And waiting until the Iranians have actually made the bomb before speaking out doesn't make much sense eh.
