A Labor Government would maintain 50 per cent equity, funded by $2 billion of money already allocated in the communications fund and the remainder by using the Government's 17 per cent of Telstra shares that are still in the Future Fund. And there's the rub; the Government says Labor's plan is not so much a pathway to the future, but a raid on future prosperity. The Future Fund was established from surplus budgets and designed to pay for Commonwealth superannuation liabilities in the years ahead.

It is no surprise that the NBN talked about by people like Rudd and Howard in 2007 is vastly different from the same thing today. Back then FTTN was a viable option to investigate.
