Federal Liberal MP Jamie Briggs has stepped down from the frontbench after a late-night incident involving a female public servant in a Hong Kong bar.

"At no point was it my intention to act inappropriately and I'm obliged to note for the record that nothing illegal has been alleged or in fact did occur," he told a press conference.

"However, in the days following the evening, the public servant concerned raised concerns about the appropriateness of my behaviour towards her at the venue.

"I've apologised directly to her but after careful reflection about the concerns she raised and the fact that I was at a bar late at night while on an overseas visit I have concluded this behaviour has not met the particularly high standards for ministers."

Mr Briggs was the Minister for Cities and the Built Environment.

He is expected to remain in Federal Parliament as a backbencher, with the move expected to trigger a ministerial reshuffle.

Mr Briggs won a by-election for the South Australian seat of Mayo in 2008 and was the assistant minister for infrastructure and regional development until September.

Mr Briggs recently made headlines for hurting his leg during a party hosted by the former Prime Minister Tony Abbott following the Liberal party leadership spill.

He first claimed the injury was sustained while running, but later admitted he had attempted to crash-tackle Mr Abbott.

Jamie Briggs has resigned from the federal frontbench over an "error of professional judgment" involving a female public servant.

Special Minister for State Mal Brough has also stepped down from his portfolio while a police investigation into his involvement in the James Ashby and Peter Slipper case is conducted.

Mr Briggs stepped down as Minister for Cities and Built Environment in the Turnbull government on Tuesday after the public servant raised concerns about his behaviour following dinner and drinks with Mr Briggs and his chief of staff during an overseas trip.

"Nothing illegal has been alleged or in fact did occur," he told reporters in Adelaide.

The 38-year-old has served in federal parliament in the Adelaide Hills seat of Mayo since 2008.

The incident occurred during an official visit to Hong Kong.

He said the public servant went home after the gathering and made a complaint in the days following.

"I've apologised directly to her but after careful reflection about the concerns she raised and the fact that I was at a bar late at night while on an overseas visit, I have concluded this behaviour has not met the particularly high standards for ministers."

What The Shaitan were they doing on a jaunt in Hong Kong over Christmas?  A minister and a public servant.... studying low density housing?

Maybe it wasn't Christmas - but at what point do we determine that a minister's portfolio simply does not require a trip to some exotic location to do buggar all?  Despite their delusions to the contrary - they are not royalty and should not expect to be treated as such - they are servants of the people.

Wonder who's doing NYE in NY or London or Paris?  Serious work to be done over the holiday break.. work is so desperate in Canberra that the only time you can get away is over those highest priced holiday peak periods ... damn.. all those fireworks and stuff must interfere with the work.....  :'(

WTS does a housing minister do anyway that couldn't be handled by someone else... it's not as if the housing building new stuff market is exploding and out of control?  So many Ministers... so little time....

I'm now gonna go search for what Turnbull had been saying about the need for Brough to step aside before the last sitting day.  In the two weeks of the last sittings, he was asked repeatedly about it during QT but refused to get off the fence.

Something must have happened in the interim for this to have occurred.

Revealing his resignation, Mr Briggs said his behaviour had not met the “particularly high standards required of ministers”.

The Advertiser understands the allegations raised by the female public servant involve three different acts by Mr Briggs, who was at the bar with her and his chief-of-staff Stuart Eaton.

It is understood Mr Briggs told her she had piercing eyes, then later put his arm around her. As the trio was leaving, Mr Briggs gave the female public servant a kiss on the cheek.

It is understood the public servant raised the issue within her department three days later, then sent a formal complaint email several days after that

It is also understood that no further action on the complaint will be taken, following Mr Briggs’ resignation.

Mr Briggs today confirmed the public servant had raised concerns about “the appropriateness of my behaviour towards her at the venue”.

Nothing illegal has been alleged or occurred, he said in a statement, saying it was at no point his intention to act inappropriately.

Mr Briggs said the incident was an error of professional judgment and, therefore, the proper course was to resign.

He said the incident happened after a dinner with his chief-of-staff, to which several other officials were invited and one female public servant agreed to attend.

“At the conclusion of the dinner (which I paid for personally) we went to a popular and as it transpired very crowded bar for drinks during which we interacted between the three of us and with others in what I believed, at the time, was an informal manner,” Mr Briggs says in the statement.

“At the conclusion of the evening, the public servant left to return home and my Chief of Staff and I returned to our hotel together.

“At no point was it my intention to act inappropriately and I’m obliged to note for the record that nothing illegal has been alleged or did in fact occur.”

Mr Briggs had just finished his media conference when Mr Turnbull announced he had spoken to Mr Brough about standing aside.

It comes after weeks of lobbying by the Opposition for Mr Brough to quit or be fired,

Mr Brough has faced intense scrutiny by the Opposition ever since it was revealed his home was raided by federal police looking for documents obtaining to the diary affair.

The saga intensified last month when Mr Brough gave an answer to a question in Parliament that appeared to contradict a previous answer giving to television program 60 Minutes.

In the face of strong lobbying by the Opposition, the Prime Minister stood by Mr Brough, claiming he enjoyed his confidence.

But in a statement released on Tuesday, Mr Turnbull said Mr Brough had agreed to step aside.

It follows weeks of claims by the Prime Minister in Parliament that the Special Minister of State would stay put until after the police investigation was complete unless new information came to light.

“The Hon Mal Brough MP and I have agreed that he will stand aside as Special Minister of State and Minister for Defence Materiel and Science pending the completion of inquiries by the police,” the statement said.

“The Minister for Finance and Deputy Leader of the Government in the Senate, Senator the Hon Mathias Cormann, will act as the Special Minister of State, and the Minister for Defence, Senator the Hon Marise Payne, will act as Minister for Defence Materiel and Science.

“In offering to stand aside Mr Brough has done the right thing, recognising the importance of the Government maintaining an unwavering focus on jobs, economic growth and national security.”

Mr Briggs said he had spoken with Mr Turnbull and he had been told he had not met his “expected standards of ministerial conduct”.

Mr Briggs told a media conference he was sorry his ministerial staff would lose their jobs as a result of his behaviour.

Mr Briggs, a married father of three, said he had apologised directly to the public servant involved and would not name her to protect her privacy, at her request.

He also apologised to all members of the Government and to the wider community “for my actions which have given me cause to consider aspects of my behaviour which I will address”.

“I will be working hard in my electorate to ensure the re-election of the Government,” said Mr Briggs.

“I have made an error of professional judgment and I am taking, I think, the appropriate course of action,” he said.

“There was offence taken by this public servant after the event. They were raised with me and I have apologised to her.”

A strong supporter of former prime minister Tony Abbott, Mr Briggs was handed the Cities and Built Environment portfolio by Mr Turnbull in September.

He previously was the Assistant Minister for Infrastructure and Regional Development.

Mr Briggs ended up on crutches with an injured leg after a boisterous late-night party in Mr Abbott’s office on the night he was deposed.

He repeatedly insisted he damaged his ACL while jogging the following morning and was not involved with dancing in Mr Abbott’s office which damaged an expensive marble table.

Mr Briggs is married to Estee Fiebiger Briggs, a former staffer to former prime minister John Howard.

Hmmm...ok I suppose I can try and pretend to be a diehard lib supporter...umm what about that labor person doing something?  Blah, blah deflection.

But to be honest, a kiss in the cheek i thought is one of the many acceptable parting/welcoming protocols.  Commenting on eyes should be ok - nothing sexual there I think.  The arms around her...now that can be hard but without knowing the actual situation i don't know.

But libs can point out the high standards briggs demonstrated by volunteering to resign rather than hang on like bishop for weeks and weeks.

Indeed it is.  Abbott agreed to pay for the damaged marble table........well after the event, and only when some of the facts managed to eke into the public knowledge domain.

Indeed, and that is a highly important point of distinction.  He CONFESSED ~ but only when he thought he was safe because at that time, Slipper had been convicted but his Appeal (which was successful) had not been heard, and may not even have been lodged (I'd have to check on that latter matter.)  A great case of political premature ejaculation and dumb-arse self congratulation.

It was as plain as day to anyone with half a brain (I understand that would exclude many lefties) that Thomson was guilty. With Slipper maybe not so much, but those vile disgusting texts about female anatomy were despicable.

I have had this debate before. Paid is the more common spelling for the past tense and past participle of pay, but payed is a legitimate and grammatical, albeit less common, alternative.

Indeed it is.  Abbott agreed to pay for the damaged marble table........well after the event, and only when some of the facts managed to eke into the public knowledge domain.


Could you please provide a link? I am not saying that I dispute it, just wanting clarification. I left the Liberal party when Turnbull became leader and Abbott was stabbed, and didn't bother reading an articles at the time. The whole incident just proved to me that
The Liberal party's morals and values are the same as Labor - ie nonexistent.

I don't determine guilt, especially based on reports by newspapers that are obviously biased and have printed many lies previously. I'll leave that to the courts to determine guilt. I'm prepared to give anyone the benefit of doubt up until they admit it or a court of law decides otherwise.

Matty has been to a number of Greens meetings in Hornsby and Ryde, near the shops. He only left the Greens when he found out they were watermelons. Matty then went along to meet the lovely Pauline, and he hasn’t looked back.

I don't determine guilt, especially based on reports by newspapers that are obviously biased and have printed many lies previously. I'll leave that to the courts to determine guilt. I'm prepared to give anyone the benefit of doubt up until they admit it or a court of law decides otherwise.

I don't recall asking for abbott to resign over it based solely on a few news articles either. I've always said, if guilty he should resign.  Do I have to proclaim, in each individual situation, that the person should receive the benefit of doubt? why? my telling you that everyone should be allowed the presumption of innocence until proven guilty a hundred times isn't enough for you to get it?

Turnbull's got untaxed money parked in the Cayman Islands, so what's your point?

Australia has a tax sharing agreement with the Caymans which increases Australias ability to collect due taxes. The reason why these funds are based in the Caymans is because they have a zero tax juridsticion.If for example the fund was USA based Turnbull would be liable to pay tax in the USA and Australia.When Shorten sat on the board of Australian Super their funds were parked in the Caymans for that reason.

Doesn't make it the right thing to do though!

If the money is not being taxed in Australia, then Australian tax laws are deficient. The parade of tax-dodging multinationals in this year's Senate inquiry into tax avoidance is a case in point. Money should be taxed where it is earned, and not shifted off into a low-tax jurisdiction for no other reason than tax avoidance and personal or corporate greed.

What happened to the "budget emergency"? It suddenly disappeared when the spotlight of scrutiny was shone onto the greedy rich.

I have had this debate before. Paid is the more common spelling for the past tense and past participle of pay, but payed is a legitimate and grammatical, albeit less common, alternative.
