The young victims who have suffered these awful assaults need expert support.” Children who commit crimes under the age of 10 can receive a Child Safety Order – which puts them under supervision of a youth offending team – and be taken into care if they continue to offend. Former Children’s Commissioner Maggie Atkinson caused controversy in 2010 when she called for the age of criminal responsibility to be raised to 12 or 14, in line with other European countries. A 2003 UN Convention on the Rights of the Child report called for the UK to raise the age of criminal responsibility “considerably.”

Not enough information I am afraid.  Under normal circumstances, a 14 year old is much bigger and stronger than a 5 year old boy, so I am not sure how 14 year old would allow such act happens.  Bearing mind, the term rape, can refer to non penile penetration as well. 

It could be that the 14 year old girl was perhaps asleep, or drugged / intoxicated, and or was not able to consent due to a medical illness or intellectual disability.

If this is case of ..er...innocent(?) ." sexual play gone wrong", then its possible because under the law 14 year cannot consent to sex.  However, then why is it that the 5 year old is charged, and not the 14 year old.
