There is a very strong argument that USA's involvement in the Middle East since the 1950s (1953 overthrow of democratically elected leader of Iran Mossadeq by CIA), 1980s, including the Iraq wars of 1990 and 2003 have inspired extremists opposing USA.

It was also widely speculated that USA surreptitiously encouraged Iraqi invasion of Kuwait in order to trap Iraq into confrontation. Iraq would not have invaded Kuwait if it understood it would be attacked by USA.
