QUESTION;
What would 'energize' such a 'statistic' among a very particular cultural group, if not the culture itself, of that particular group of people ?

ISLAM.

We, who are not moslems, and moslems,          do not share the same societal or moral 'values'.

Moslems see it as completely lawful, when they make a choice to rape females who are not moslems.

The only restraint upon the moslem, are the local 'temporal' powers that the moslem see's around him [if indeed, those local 'temporal' powers are 'apparent' to him].



But culturally, moslems see such behaviour [sexual violence against females who are not moslems] as 'sanctioned' and permitted.

It is a cultural thing.

And this cultural 'sanction', comes from the Koran.
