The text in your quote is not found on the site you've linked to.  That text was taken directly from the Gateway Pundit who did link to the site you've posted yes, but that's not the source of your quote.

The questioning of using the power washer was if it was as a solution to homelessness...

It's not even about racism or using them to clean the mess, because as I quoted above, they started using it immediatly.
