Labor promises to axe privatised cashless welfare card
In Daily May 26 2021
The federal opposition says it will end a controversial, privatised cashless debit welfare card if elected – but backs a government-run alternative being available if communities ask for it.



Labor this week said it would scrap the government’s Cashless Debit Card program and “consult with communities on a localised approach to addressing employment issues”.

The Cashless Debit Card is managed by private company Indue.

The federal government previously paid Indue up to $10,000 per card for the program, while the Australian Council of Social Services last year said initial card trials cost taxpayers $18.9 million, of which $10 million went to the card operator.   :(

The government has since refused to reveal Indue’s payments for running the scheme.   :(

Under the welfare management scheme, 80 per cent of a low-income recipient’s payments are quarantined so that money cannot be spent on alcohol, drugs or for gambling.

The scheme is currently being trialled in South Australia, Western Australia and the Northern Territory. A bid to make the program permanent last year failed but the trial was extended for two years.

Under Labor’s proposal, communities would be able to volunteer to participate in a government-run equivalent of the debit card scheme.

“We think there’s a role if communities are requesting a government-run system in terms of cashless welfare,” Opposition leader Anthony Albanese said this week.

“I don’t want to say that it never has a role … but the idea of a privatised organisation running the welfare system like this and doing it in a way in which they have an interest in its expansion, that’s the thing.

“They introduced the profit motive above what is the public interest. It’s the public interest that’s got to count here.

“The truth is that for some communities, unlimited cashless card assists some communities, particularly women, in remote communities who requested it, effectively, and wanted this to happen for their communities so that they were making sure that they were buying essentials for themselves and their kids.”

Albanese said the federal government’s proposal to expand the card “defies its own evidence”.

The Morrison government has said the card was intended to assist with financial management, encourage people to find work and reduce substance abuse – but findings from studies into the card have found little evidence to support this.   :(

Research from the University of South Australia and Monash University released last year showed “no substantiative impact on measures of gambling, drug and alcohol abuse, crime or emergency department presentations”.

Dr Luke Greenacre, who co-led the study, told InDaily while there had been some evidence of “little pockets of success in specific communities” the card’s average effectiveness was “basically zero”.

“For the cost of the program relative to the benefits that can kind of be supported around the edges, it’s largely not worth pursuing further,” he said.

Greenacre said under the opposition’s proposal, the federal government may need to set up credit card facilities and operate as the supplier.

“One of the ideas behind the Indue card was that it would use the standard Eftpos and credit card systems that are implemented in every store across the country,” he said.

“As it’s currently technologically designed they will need a company to do that for them.

“If they were going to repeal that private company then you’ll need something more akin to a basis card, which again has a very different format of implementation, because that often restricts where you can shop not just what you can buy.

“And a person can’t travel as well with the basics card.”

The Australian Unemployed Workers Union has urged the opposition to “take a principled position for once” saying government funding would be better spent on community programs.

“There are better ways to support people who want assistance with financial management and these programs already exist,” a spokesperson said.

“Instead of wasting public money on income management for people on payments, the ALP should commit to investing these funds in community-designed programs that address the underlying causes of challenges the government claims the Cashless Debit Card and Basics Card are supposed to solve.”

Im 63 and have contributed to super since I started work.

Im currently living off my super and will for many years.
It will run down to a point where I will get the part pension eventually, fair enough, I have paid heaps in taxes all my life.
But there will always be enough to live comfortably, and buy what I want with MY OWN MONEY.

Bring on the cashless card
It will make it even easier for me for when I get the part pension at around 70-75.

The super funds have been around quite a long time, my farther inlaw had a sizable sum in it and his wife is still living comfortably on it.
Compulsory super has been around for quite some time as well.

Basically, anyone living has had the opportunity to save for their comfortable retirement.
Those that have not are not my problem.

People who have never worked, lived on the dole or been wasteful with their money deserve what they get.
Such is life
They should be thankful that they get anything at all.
Because if I had any say in the matter, they would be living under bridges.

Wrong.  There has been superannuation for as long as I can remember.  In fact, in my first job, many decades ago, everybody had to pay into a Superannuation Fund, including females. When I left after 4 years, I had enough money to buy myself a car!

You are thinking about "compulsory" superannuation that was started by the ALP in the 90s.

I call parasites where they have never contributed, or have contributed little.
FoR most of my working life I have been taxed in the highest tax bracket.
Every bonus I have EARNED has been raided by the grubberment for so close to half it is of no matter.
I have worked longer than most young will work now as I started before I was 15 and worked until I was 62.
These days, the young stay at home bludging until they are in their 20s or more.

With the millions I have paid in tax, I am entitled to a part pension.
In more civilized countries, they pay the same pension to everyone regardless of how much cash they have.
Our grubberment demand that we squirrel away what ever we can so as not to be a burden on them, while they waste our taxes hand over fist throwing it at the lazy, the stupid and the ILLEGAL immigrants who will never contribute to society.

When I get my part pension, it will be a small way that they can start rewarding me for many years of contribution.

When a dole bludger, welfare cheat or ILLEGAL immigrant gets the pension they are quite simply PARASITES.

I do not call and have never called Aged pensioners parasites, not deliberately anyhow.

Most aged pensioners have worked, but those who have never worked or are recent arrivals into our country and have taken up the mantle of Disability pensioner, or aged pensioner, should get nothing.

You contribute nothing.....you should get nothing.

It seems the system is punish the workers to support the terminally lazy.

Whereas the system should be that if you contribute, you should get more back.

Anyone who has not worked at least 10 years in this country SHOULD NOT GET A PENSION.

The only exceptions should be disabled persons who were born here or disabled during working here.

Income tax is already way too high.
For every dollar above a certain point, you pay 45c in the dollar tax.
They anything you buy you pay another 10% tax
Then there are fees and charges that should have been removed when GST was imposed but weren't
And then they have the hide to add a medcare levee to it as well
And that's not considering all the other little charges they impose like 70% of petrol is tax.

Basically, any spending earned is taxed at 60% plus.

That's real fair isn't it?.....not

At the end of the day, workers are carrying several dole bludgers every time they pay tax.

And what do we get for this support we give them?

Demands for more, less accountability and insults.

F#$k the lot of them.

I'm glad I'm no longer paying tens of thousands in tax every year any more.
Perhaps some lazy dole bludging moron will starve as a result

You can argue logically for or against the card. I don't feel good about it, because I see it as a further step toward a society where your every movement shows up in some database. You could opt out of Flybuys and Facebook, and you didn't really need a mobile phone or any other traceable gadget, but now you can hardly breath without some phone app. They really got is going with Covid contact tracing, and I doubt the Government will abandon the system just because most people get vaccinated. The card is another step towards UBI, and the Libs ought to know better. But lets face it, all politicians want BIG Government, and they want you to be a ward of the state.

We paid for things because dad had little money after looking after mom and the grubberment were as helpful a a box of assholes..

He had little opportunity to save more, he retired at 70 and that was 30 years ago.
He has been dead for 12 years now.
So, we kids looked after him.

It will run down to a point where I will get the part pension eventually, fair enough, I have paid heaps in taxes all my life.
But there will always be enough to live comfortably, and buy what I want with MY OWN MONEY.

It will make it even easier for me for when I get the part pension at around 70-75.

The super funds have been around quite a long time, my farther inlaw had a sizable sum in it and his wife is still living comfortably on it.
Compulsory super has been around for quite some time as well.

Basically, anyone living has had the opportunity to save for their comfortable retirement.
Those that have not are not my problem.

People who have never worked, lived on the dole or been wasteful with their money deserve what they get.

They should be thankful that they get anything at all.
Because if I had any say in the matter, they would be living under bridges.
