A 26-year-old man accused of raping Brittany Higgins inside a minister's office at Parliament House in 2019 has been summonsed to appear before the ACT Magistrates Court.

In a statement, ACT Policing said they will allege the man had sexual intercourse without consent at Parliament House on Saturday, March 23, 2019.

Detectives from the territory’s Criminal Investigations – Sexual Assault and Child Abuse Team first received a report in April, 2019.

The investigation remained open and a formal complaint was made in February this year.

Ms Higgins went public with allegations she was raped while working for then-defence industry minister Linda Reynolds in that same month, triggering a whirlwind of anger and stories of a toxic culture within Parliament House.

I am not concerned about her not looking like a supermodel. But, the worst I have ever done was a young lady my age that I have known since high school. She would have to be about as pretty as Brittany. But, that is not the issue. Obviously, Brittany is having a tough time making her allegations of being raped. Her weight gain in the last few years would give me the impression that she is making up stories about being raped, perhaps on a technicality about being drunk whilst having sex. Weight gain from stress would give me the impression that she is in survival mode. Weight loss from stress would give me the impression that she is genuinely telling the truth. Because of her weight gain -- and the fact that she waited so long to report her rape -- I cannot believe that Brittany has actually been raped. People are using Brittany as a way of pushing their own narrative about their sexual abuse.

The fact that I have had more women in my life than you have had hot breakfasts, I would clearly define that as a reason I have no misogyny in my character.

From what you understand is not much. My depression leads me to weight loss. My stress leads me to weight loss. My complacency or arrogance leads me to weight gain. I would be livid if I was female and had gotten raped by someone. And if I waited a year to make a complaint, I would probably be unsure about my legal circumstances against my rapist. John, there are links between sexual abuse and weight LOSS, too. A former friend of mine was sexually abused when she was young. She developed anorexia in her teens and continued into her adulthood. I think I know from experience what sexual abuse does to someone.

The actual hell? I did not say that. You do not know what the actual mindset of Higgins right at this moment, or what it was between the time between her alleged rape and today. The likelihood that Higgins had put on weight is likely due to her change of diet. She very well might have a bit of self-hatred. Higgins might well have lied about her rape. Perhaps she is trying to convince herself that she is really wrong and does not want to go ahead with her accusation. Because an actual convinced rape victim would have no issues about whether or not she is raped. The complaint would have been made in a reasonable time. I figure Brittany is in a lot of doubt about her place in society and that she regrets that she did not act in a timely manner. Otherwise, I would so far *guess* that Higgins is getting pressured into making a false complaint, based on some kind of technicality about not being able to consent to sex if you are drunk.

I would love to investigate further now the issue surrounding the rape allegation. The security guard's interview was hardly convincing that a rape had happened.

The whole issue is that the preparation for making cornflakes is to have a bowl, cornflakes, milk, and a spoon. Pour the cornflakes into the bowl. Pour the milk in. Get the spoon and shovel those cornflakes into the mouth. Having a wife do that for you is like having someone cut up your meat at the dinner table. I figure your whole point was to say that you think you are so dominant in the relationship that your wife wants to make sure she is loyal to you to keep you.

As far as I am concerned, my relationships have been a matter of wanting to connect with someone else on an emotional level. And if I can connect on an emotional level things can progress from there. But, for now, I am in a situation where I have the insight that I have a bit of an antisocial attitude. So, I do not want to burden people with my problems until I can get them sorted. It does not mean that I am no good at them. My daughters can see that I can be a good father. Just that I need to be focused on myself for now.

In a case of a criminal trial for rape, the defendant just has to deny having raped someone. He could make a simple explanation that he wanted to show her something that was not of a sexual nature. It would be up to Higgins to make the case that she was raped. But, her evidence has washed away in a shower and a laundry clean. I severely doubt that the security guard took down notes of what she saw that night, in a written statement -- though, I could be mistaken.

I have heard lawyers prosecute men on rape allegations that were made long after the matter was alleged to occur. The prosecutors said that there was little that they could do to get a conviction, relying mainly on confessions to win the case against the accused.
