Cleo Smith found alive by WA police in Carnarvon

Missing four-year-old girl Cleo Smith has been found safe and well in a locked house in Carnarvon, WA police say.

According to a statement from Deputy Commissioner Col Blanch, police broke into the house about 1am and found her in one of the rooms.

One of the officers picked her up and asked her, 'What's your name?"

She replied: "My name is Cleo."

She has been reunited with her parents.

WA police said a Carnarvon man had been taken into custody and was being questioned by detectives.

Cleo had been missing since October 16, having disappeared from the tent she was sleeping in with her parents at the Blowholes, a popular camping site north of Carnarvon.

Her disappearance sparked a widespread search across Western Australia.

"This is the outcome we all hoped and prayed for," Deputy Commissioner Blanch said.

"It's the outcome we've achieved because of some incredible police work and I want to thank Cleo's parents, the West Australian community and all of the volunteers.

"And of course, I want to thank my colleagues in the Western Australian Police Force."

Wasn't there mention when she first went missing she was with her mum and step dad?  It may be that the abductor was her natural dad. Could explain why she made no fuss when she was taken.

Could mean the mother and/or stepfather was not involved, or the abductor was not connected to the mother and/or stepfather but connected to the father or that it was in fact a crime of opportunity.

If Cleo did not make a sound when abducted, wouldn't that indicate she knew and trusted the abductor?

Because thats exactly what happened, the police had no idea where she was until the neighbours rang them. If you want to find heroes in this then its the neighbours. The police were stumped.

It does seem to be a fluke.

I heard the copper this morning admit that they were "looking for a needle in a haystack".

It appears they had no leads whatsoever.

Vigilant Woolworths shoppers nabbed the bastard.

Well, they alerted police to his suspicious behaviour and gave them his address.

More info coming today. It will probably be something like chasing down CCTV footage, petrol station purchases etc.

One of the best bits of police work in Australia is probably the sting that caught Brett Peter Cowan.

Ive dealt with most of them, even NT beat them. You ever been to WA? Unfortunately I am condemned to live here for a while.  Local news consists of the weather and feel good stories about cats stuck in trees and the huge debate raging over whether the homeless should be allowed to sh1t and sleep in shop doorways sending them out of business.

or it was a miracle that they found her.


A neighbour told the police who the guy was and where he lived, after he saw him shopping at Woollies for nappies (even though he doesn't have any kids).

All the police did was go to the house and pick up Cloe.

There wasn't even anyone else in the house at the time.

This is what hubby heard also that it was the public/people that led to her find when the abductor was spotted buying nappies (gotta love small country towns) but my first puzzled mind asked… why nappies? Isn’t Cleo an age where no nappies are worn?

In any event, I’m so very happy she was found, it’s a bit of good blessed news we needed to hear for a sigh of relief amidst all that’s going on of late.

Hoping she isn’t damaged in any way… in time we will know.

I was watching reactions towards the mum and step dad, saying they’re part of it, guilty, the mum not devastated looking enough etc etc

I watched 4 body language experts watch their interview, and nothing of “guilty” came out of it.

I would be a mess but… strong medication would be advised to keep together so as to assist in investigation.

It’s a good result, so hoping that little girl is not too traumatised or sexually abused. That’s the concern now.

Anyway, interview just finished and photos of the perp.

Sadly - a Usual Suspect and apparently 'not quite right'.  Earlier a neighbour, who was Aboriginal, pointed out that it was odd that he was buying Kimbies and had no kids.

I get the feeling he 'just wanted a baby of his own' - which is why he bought nappies for a 4 yo, no report of any abuse.

I'm by no means putting poo on the coppers, but all they really did was go to an address that was given to them and remove the girl from the empty house.

Anybody could have done the exact same thing.

It wasn't a brilliant piece of detective work, or a dangerous rescue.

The neighbour deserves the million dollars.

But hey, good on everyone involved - it's the outcome that's important.

From everything I've read, the neighbour spotted the guy buying nappies, but never reported it to police. They tracked his car their so no reward.

The local said he saw his neighbour “buying Kimbies” at the nearby Woolworths supermarket on Monday, even though he is not believed to have young children.

Got a link, this is all I've seen. I reckon a lot of the reports today will be a bit garbled by the media, should get some clarity in the next few days.

This was updated a few hours ago.

Other neighbours have said he was seen recently buying nappies, which raised questions for them.

Whether it was that information or something else that led police to the door of the unremarkable house has yet to be revealed.

If the reward was the only reason to have told the police about the child, then the informant would be wise not to complain if he is not given any reward. He could get accused of being an accessory to child abduction.

The likelihood is that whatever reward the police offer the informant will be down the track and undisclosed to the public.

Greg, I don't know about Carnarvon but a couple of people I know here in Perth who live in Department of Communities (Housing Authority) places have told me the Department doesn't have spare keys which probably explains why they have door locks fitted that make it impossible to lock the keys inside (you have to lock the door with the key when you go out).

Dear God!

That's just standard protocol. You conduct a raid because you don't know who or what is behind a door or in a house.

The child was ok. Nothing else matters.

She may have been caged and starved or .... found dead.

I'm too busy being thankful. Police have protocols and a duty of confidentiality wrt how they conduct investigations. If you don't understand these protocols ...good. You don't need to understand them. Nor are you required to know what they are.

Like I say though, they might be deliberately deceiving us in the interests of the case.

Plus, I haven't actually heard a police officer say they "forced down the door" - I've only seen it in news reports and heard dickhead news reporters say it (one on the ABC did it just minutes ago: "The police busted down the door").

Maybe they're the ones being a bit too dramatic.

Maybe the police did know she was in there alone, and maybe they did simply pick the old Lockwood lock and walk calmly inside.

Anyway, I hope they're paid triple-time and given plenty of TOIL.

She's home safe, and that's all that matters.

I used to weld steel frames for cyclone resistant prefabs for up north, the housing needed to meet regulation. There are probably weatherboard houses/buildings up there as Gregg said but they would not be housing. I suppose in that case the cops should have just gone straight through the wall.

Its already out, that is just obfuscation on their part, they have stated from the beginning it was a tip off from the public. I am completely unsure as to why you and others are questioning this, its not an argument, the police stated right from the beginning it was a tip off from the public.

My cousin IS a police detective here in Sydney and he essentially stated the same thing.

The case touched everyone.

Our church held special prayers for the child and her family.

What a miracle!

What a living story of hope.

From what I gather ...the guy in question is going to rely on the Mental Health Act.

I agree.

And I hope we're right about her not being harmed.

When I saw the hospital photo, I thought she looked really healthy and I couldn't see a single sign of a bruise or abrasion (although they could be photo-shopped out).

Fingers crossed, she was treated like a princess whilst in his "care", and she'll get over this without any psychological scars.

He'll probably be sent to a mental health facility, and not end up serving any time in prison.

Unfortunately in WA there is nothing in the mental health act which can see him incarcerated indefinitely, the max is 28 days and that provision is more to protect the individual concerned than the community. They can sentence him to prison and  then send him to Frankland which is where they house extremely violent people with mental health issues, but that has a long waiting list. They wouldnt do that anyway, theres totally wacadoodle  violent serial killers waiting to get into Frankland because they wont take their meds, he will go to max and do his time there in protection, and probably get out on parole if he behaves himself.

I had only briefly looked at this topic on Jesinta. What she does not seem to realise is that indigenous people spend less time trying to inform the public that there is a missing relative. I did read a Facebook post about not wanting the name and image of the boy who was missing to be published on social media. They had some kind of sorry day, in case he had passed away. And there seems to be a tendency to let indigenous matters take care of themselves. I do hope that I have misinterpreted what I thought I read. It is depressing that indigenous people seem to rely on superstition to solve their problems, or not even try to resolve a missing person case.

I 'feel' he is both mentally insufficient and mentally deficient.  A simple soul who is not quite right in the head, and does not truly understand the difference between criminal action and simply pursuing an aim - in this case I would suggest, wanting to have a 'baby' of his own.

He doesn't seem to have harmed Cleo directly, other than by locking her up....

Only what I 'feel' about this... these things cause me a lurch in the chest and a terrible outcry of the soul to the aggrieved... which, as a rational human being, I will not permit to lead me into a lynch mob mentality, and demand the instant lynching of anyone guilty of such a vile thing.

I think he needs to be in an institution, but not a prison... just a feeling.

I've been wrong before... unlike some here, I am not perfect.

Prisoners are not treated badly, considering the crimes they might commit. But, if someone bashes a prisoner before a trial, it might aid in the defense of the accused during trial.

All true.  It's sort of par for the course, and is one reason authorities don't pay as much attention to missing Indigenous kids as they do others.  There is a resistance in the Indigenous community to anyone actually doing anything about it.

Not always true, but they can be very insular, and a missing daughter is most likely shacked up with some jerk, so they don't bother.

Sadly, this lead to a lack of a genuine official response to things like the death of an Aboriginal mother of seven up this way, on a beach following a night of wild sex with two blokes.  She bled to death after extreme sexual behaviour, the two blokes tried to cover it up, and the police hardly even looked into it until pushed, even though the evidence was right there for any true investigator.

This is a two-way street - it's not all Whartey's fault, and it's not all Indigenous fault... the two really need to sit down at a round table and work these things out, make some hard and fast rules that guarantee that all are treated equally as OUR Law demands.

What is bizarre is how well Cleo herself has handled this.

19 days away from her family and no apparent sign of trauma?

Was she used to being left alone for long periods of time? Or babysat by so many people, she had no fear of strangers or being separated from her mother?

That will be the big question mark ... Cleo is yet to be questioned about it I think, it will take great skill and care

Not many 4 years olds wear nappies during the day, but many do at night which is when he snatched her, so he may have assumed that's what she needed.


Hubby reckons he had no idea but he was definitely role playing and had clearly moved on from lots of fair haired Caucasian dolls to a real version of a doll.

She's a gorgeous toddler. A resilient strong gorgeous girl who has won the hearts of Australia.

Expert child psychologists have been flown in to interview her. They will find out more.

Did this psycho have any gollywogs in his collection, luck the cops caught up with him because anything could have happened. He was known to the cops and his language in court would give some indication why.

I know the feeling, being left with friends or extended family for weeks at a time to take domestic pressure off mum and dad while they'd adjust to a new home situation. I was very young but started to see the world in a more independent light away from my parents and siblings. When I turned 20, that feeling surfaced again, believe it or not, when I was conscripted, but it was out of my parents hands and the Army were the worst of all, it's how I learned not to trust overbearing authoritarian fecal scum

I dealt with it and forced myself to become even more independent, stoic and covertly rebellious. Mateship was non-existent in the military then, it was dog eat dog, the same as it was in civvy street, only worse because freedom was non existent. Freedom becomes the most important aspect of your life

IMO, Cleo, as young as she is, would have had similar feelings of independence and stoicism while being held, and as she grows older she will likely become strong mentally and very perceptive, as I did. She will have a heightened sense of imminent danger and an instinct to sense peculiar personality traits of strangers. A genuine smile from a new acquaintance will always reassure her of her faith in humanity, but always wary just the same

She named a lot of names and knew of the kidnapper well, so did a lot of the names, i would say some truth.

She said the kidnapper knew Cleo, the mother and stepfather.

See if reports come that Kelly knew Ellie or Jake. Cleo being found minutes away from her family home in a town of about 5000 people, you would think it very likely that Terence was known to the family.

saw some relative of Terence Kelly claiming he wouldn't have the know how to kidnap and then look after cleo for 19 days because he is to simple minded. She thinks he had someone helping him, telling him what to do.

Someone found alive and well after 19 days gone missing would likely have been cared for by the abductor. As traumatic as it would likely to have been for Cleo, her response to the police and then in pictures the next day would have indicated she was fed, clothed, and cared for by whoever it was. She might well have known the abductor. We shall see if that is the case.
