Hayden Patterson says he applied for more than 400 rentals before finally landing a place in a share house in Adelaide's inner-south – then his rent increased.

Adelaide had one of the biggest annual median rental price hikes across the country last year
SACOSS also wants the government to look into energy efficiency standards and longer-term leases
He said last year, before the price rise, he was already spending 80 per cent of his income on rent.

"Whereas just five years ago when I was in social housing, it was capped at 25 per cent," he said.

"So I literally have no extra money to go and do anything else."

But Mr Patterson said he was "not even contemplating" moving, given how difficult the rental market is.

"Prior to moving into this house I was actually homeless for 14 months," he said.   

"I applied for 472 houses in my last year of being homeless."

Mr Patterson said he was initially told his lease would not be renewed this year, until a last minute change.

He said during that time, he attended 80 rental inspections and found "at least 30" people at each one.

"There's nothing more heartbreaking than seeing all that competition," he said.

Mr Patterson said being on income support, and owning pets, limited his options for rentals.

"I can't actually live by myself anymore, I have to live in a share house which, at nearly 50 years old, it's something I never thought I'd contemplate doing again," he said.

People on certain welfare payments will receive a 3.7 per cent increase next week, as part of a biannual adjustment to reflect inflation.

The South Australian government hopes its land release package will improve housing affordability in the state.


For Mr Patterson, the rising cost of living pressures has his income stretched thin.

"I sit there and count down to my next pay day and make things stretch as long as they go," he said.

"But just one unforeseen thing [can have an impact] — like my payment was two days late this week, which meant I then had to drag it out and not shop for another two days and basically live off air."

Mr Patterson is not alone, according to the South Australian Council of Social Service (SACOSS).

Last year, median rents in Adelaide jumped by about 13 per cent, compared to the nation average of about a 10 per cent rise.

SACOSS chief executive Ross Womersley said median rent rises in Adelaide were "vastly bigger" than any increase in costs for landlords associated with interest rate rises.

"We think in that context there's a very good argument for the government to be thinking carefully about addressing this by introducing rent caps," he said.

"We think there is no excuse for rent prices to be increasing at this rate."

He also called for the government to use their current review of the Residential Tenancies Act to ensure rental properties have "basic standards of energy efficiency".

"So people living in those properties aren't having to spend excessive amounts of their income on paying for energy costs in order to keep themselves warm or cool," he said.

He also wants the government to introduce ways to encourage longer-term rentals past 12 months, to provide more security for tenants.

"Of course you'd have to be living under a rock not to know South Australia is experiencing a rental affordability crisis," he said.

A new report by SACOSS has identified the 10 metropolitan electorates with the biggest rental affordability challenges.

Adelaide tops the list, followed by Elizabeth, Cheltenham and Hartley.

Eight of those top 10 are Labor-held seats, and SACOSS wants those government MPs to do more to fix the problem.

"We think that's a very good reason for all of those people to be making sure that they are championing the cause of people who are struggling with rental affordability in South Australia today," Mr Womersely said.

Labor minister Andrea Michaels, whose electorate of Enfield ranked fifth on the list, acknowledged there was a housing crisis across the country.

"It is a significant problem," she said.

"We're investing money into addressing that [housing] supply issue with public housing as well as being able to release land supply," she said.

"There's a long-term strategy to deal with it but it is particularly difficult at the moment, I acknowledge that."

Son rents on the Gold Coast, last 12 month lease for a 2BR unit was $450pw, his new lease, he's been notified, will be $600pw, 30% rise in 12 months. $31,000@year!

I wonder why the guy was removed from state housing?

Why make the assumption that he was removed from public housing? There are a myriad of reasons why people voluntarily leave public housing.

We are in the throes of a nation-wide housing crisis. Here in SA, the homeless rate is through the roof. People are bidding on the few rental properties that make it on to the market. Real estate agents unanimously state that they don't even read all of the applications they get; they get hundreds for every property.
People with decades worth of good references are struggling.

And it's only getting worse.

But sure, your reflex is to blame the homeless.

As you say, there is a housing crisis, why would someone give up guaranteed 25% of their income rent to go private, especially if they have pets? Here there's even more of a housing crisis here after the flood than there was before and it wasn't good then, I understand how hard it can be to get somewhere to rent. But of course the owners of properties or their managers are going to seek the best tenant they can. In fact I was homeless for 6 months after the flood, shuffled week to week in emergency accomodation and it's not the first time I've been homeless, as you know.

But sure you can see me as blaming the homeless if you like. I just know how hard it is to remove someone from state housing so there is a red flag waving in your face with that.

The guy is obviously chasing a weakness.
When he should embrace a 'new stimulation' in his life's direction and follow a strength.

He's obviously not getting where he wants to go in regards to living in a Rental like a 'civilised' human should.

Why not accept his homelessness and just embrace it with joy at being free and go live off the land that provides.
Grab a swag and with his little doggy - go walkabout and meet lots of interesting people and places.
Isn't that the 'culture' that the Australian Media wanks on about as being 'aussie as'? The Swagman?

But the chodes still try to cling to the civilisation world even when it refuses to provide for them.
They need to just let go and enjoy the new 'free' in their lives.

These chodes who still cling to the fringes of civilisation (city living) will end up being the future 'slaves' of this country.
The Governments want people to build 'granny flats' in their rich estates to help with the rental crises - this will push the chodes to desperately put themselves in the position of what peasants and slaves had long ago.

How good would it be to own a large Mansion with a few backyard flats full of your own private workers and slaves?  ;)
It happens everywhere else in the world, and its starting to happen here. He'll find a place in someone's backyard little box flat. He'll find a place in their scheme of things.

You don't give up social housing unless you have alternative permanent accommodation and it's almost impossible to get kicked out.

It is not only likely, it is increasingly common. Have you not been paying attention?

And i said before, there are many reasons people leave social housing ... and he left social housing 5 years ago, not through the housing crisis.

He could move to Sydney and pay $350 for a bunk bed in a shared room of others paying such for their 'beds'. Be they illegal workers or uni students. All he needs is a few towels to hang for his privacy.

I reckon with pure bias and discrimination that he was kicked out of 'Houso' like a Western Sydney Houso and has such an atrocious track record that not one out of 400+ would even give him a compassionate chance.

Only the 'Bludgers' cry out "unfair", while the Battlers are the quiet achievers.

I reckon the ball will land on my number with that bloke and I'll collect at 35/1. ;)

Don't alter my post by cutting most of it out.  I believe that is against the rules.

He was kicked out because he was advertising on AirBnB.  The dishonest way you virtue signal in order to attack posters you don't like is embarrassing to watch.

Quite right and on that information it seemed very likely he was booted from state housing. IE a very bad tenant. Bad tenants are going to find it hard to get accomodation.

There are numerous reasons that people leave public housing voluntarily.

You know nothing more than has been stated in articles presented.

You're simply filling in gaps with your own prejudice.

And the waiting time for public housing depends entirely on what category you fall in. 10 years would be for those in least need.

I know how long it takes to get state housing and once you finally have it, you would not be removed from it easily. So that leaves two choices. He's insane and after waiting many years for public housing, he just decided to give it up and go into the horrid rental market we have today or even 5 years ago for some insane reason or he was booted. You and I both know he was booted but you play these games or your high horse would starve. Have another carrot.

Hayden Patterson is on the bottom of the social heap. He has HIV, multiple medical conditions and has no job. Why would anyone entrust their rental property to him?

He deserves somewhere to live, but why on earth does should he be put above a more qualified applicant?

A while ago ABC did a story about a single mother who couldn't afford food. She and her daughter were obese and the mum had social media pics full of her getting botox.

Maybe he's found potential employers to be a snobbish and discriminatory as you are?

I understand the dire straits that potential renters find themselves in,
but at the same time people like Hayden Patterson have to accept the
realities of the rental market are defined by landlords, and that it's
often critical that you front inspections with the best possible credentials
such as a secure job and a steady, guaranteed income.  And a confirmed,
past rental history can also be a distinct advantage.

Unfortunately, Hayden has HIV, has been unemployed for 14 months,
his only income is $668.40 per fortnight government benefit, plus he
has a pet.  These things all sound alarm bells to potential landlords.

Given that I was a landlord some years ago in Perth, I'd have to say
there's no way I'd have let my home to this bloke.  I never let my home
to a single person, a family with pets, and I needed formal proof of full
time employment.

Hayden really needs to get off his arse and get a job;  there are literally
thousands of job vacancies in the retail, construction, and hospitality
sectors—none requiring any tertiary education.

He spends his time in various activists groups complaining about why life is so unfair but doesn't want to do anything to improve his life. He was president of the unemployed workers union which clearly shows he fancies himself as being deserving of status and above getting a crap but reliable job like being a Bunnings door greeter or Aldi checkout clerk, which literally anyone can get.

Why make the assumption that he was removed from public housing? There are a myriad of reasons why people voluntarily leave public housing.

We are in the throes of a nation-wide housing crisis. Here in SA, the homeless rate is through the roof. People are bidding on the few rental properties that make it on to the market. Real estate agents unanimously state that they don't even read all of the applications they get; they get hundreds for every property.
People with decades worth of good references are struggling.

And it's only getting worse.

But sure, your reflex is to blame the homeless.


As you say, there is a housing crisis, why would someone give up guaranteed 25% of their income rent to go private, especially if they have pets?

I would be kind and say that we both seem attracted to the same topics, though you seem to get to all the topics. I don't follow you at all in fact I am often pleased to see you not participating on a topic. It both reduces the insults and increases the factual informative posts but you do mostly turn up soon after. I seem to stalk you from in front fairly regularly.

Did you know the largest body of homeless in Australia is women over 50? Often with no work history, because they've been raising families their whole adult lives.

Maybe instead we could lobby Albo to put aside more money in the next budget for affordable housing and an assist to the States for more public housing?

It might work on him. After all, he's already increased all of that massively from what the Liberals robbed the sector of for far too many years. All the while propping up investor so the market blew out and a good hunk of Australians were locked out of the property market forever.

Let's see how much Albo can pull back. Asking him to buy houses for individual renters is ridiculous though, you must agree?

I'll give you an example of a family i know of.

One of my best friends works for an organisation called Toward Home. It is her role to get people who have been made homeless into emergency accommodation. Her job is made impossible by the exacting demands of SA Housing, who sponsor people in emergency accommodation.

She told me of a woman, fleeing extreme domestic violence, who has two children ... one of them autistic ... and an aging cat. She is on the DSP.

She lived in her previous tenancy for 17 years, and has excellent references.  Unfortunately, she needed to flee in the middle of the housing crisis.

She has been living in a one room hotel room since the middle of 2021 with her two children, all of their stuff is in storage.

In accordance with SA Housing criteria, she must evidence that she has applied for a considerable number of properties every week. This she does. But the number of properties dwindles and SA Housing have oft threatened to evict her (to nowhere) if she doesn't provide evidence, there or not.

17 years of steady tenancy.

My friend tells me that the estate agents only take the first 50 applications off the top of the pile these days. And often, you need to be invited to open inspections.

the group who lived continuously in social housing were generally older (average age 60) and more likely to be female than people on other housing pathways, with age pension and disability benefits the most common types of government assistance received

I do not begrudge social support for people who have pulled their weight but fell on hard times or who are the low paid working poor. I don't  see them as underclass.

A few suggestions:

Unemployment and disability support should be decentralised completely. Those receiving such support should be answerable to the people they live among ( after all, it's their resources that are given out) , not to a remote, faceless, online bureaucracy. If they want to work they are more likely get assistance from a network of local people than from a bureaucracy. Conversely, fraud would also be a lot harder and freeloading would become obvious quickly and corrective would be applied.

Stop importing an underclass from overseas.

Concerned citizens like you could also step up and assist by making spare rooms available to the homeless.

he is in control of a bigger budget and more staff.

he is value adding (to his own salary that is).

he is more effectively 'farming" his "herd' of poor people.

he may move up the public service ladder because of such inefficiency.

a wage rise is possible (money which could have been spent buying the householder 20 litres of paint ) ::) ::)

Form a cooperative, get organised, get some local tradies, businesses, citizens involved. Pool resources, offer your own charity work - visit the old, do their shopping, read  a book for them, sit and talk to them - form a community and be part of it and your gutters will soon me mended.
Act like you are involved and participating and not just wait and wait for someone else to take responsibility for every aspect of your own life.

Civil society. Community. Mutual assistance. Social solidarity.

Great post Frank and Aqua's response is also great in the flip side - which is also true.

A lot of these houses are also 'contaminated' by Ice and other toxic drugs. The next person that moves in has Leukemia in a few years as these Houses only get 'repainted'. When it's been proved that contaminated houses have to have their walls removed and replaced for want of just tearing the ruined piece of taxpayer grace for the so-called 'poor'.

It's true also in that no-one has the guts to 'discriminate' between the Battlers and the Bludgers. The Battlers are a short term thing, because although with faults - it's still one of the best Welfare systems in the world and it works!
But the Bludgers don't want it to work, they'll destroy it if they could like a drowning person thrashing around in panic - they'll take you down with them unless you 'discipline' by punching them out or just leaving them to drown.

The idea that there would be a more 'desperate' underclass of earning a living by nefarious means because they no longer 'deserve' Welfare? In most countries, this is indeed the case - but these countries also bring in a lot of these kinds of people who incorporate the nefarious crime way of life and don't want to be disciplined to rise above it.

Aqua is right in that many will 'exploit' such a rotten lazy nefarious underclass. Is this so bad? Yes. There are many rotten countries ruled like that and if they take 'power' over the Battlers and the Good Wealthy... well then. ::) A tree that has rotted from within will fall for all.

We must start 'discriminating'! Rewarding the Battlers with a good Welfare system that works. Punishing the Bludgers who just want to exploit.

Great ideas there, Frank.

But, again... I don't know the rules regarding social housing maintenance but I'm fairly certain the State governments (as the owners of these properties) would not allow tenants (or tradesmen asked to do the job by the tenants) to paint the outsides (and the insides too probably) of the properties or do any other external maintenance like repairing/replacing gutters, etc.

I've seen houses painted by tenants. I've had to mediate between morons like you who want tenants to pay, then cry if it goes wrong. I don't want tenants anywhere near my place with a brush. Who pays to fix it up when they get splatter all over your carpet and curtains? Who pays to strip the wall or windows back when they paint acrylic over enamel?

When I rent a car i don't service it. When I fly on a plane I don't service the plane first. I don't paint walls in houses I rent. Painting the property is the landlords responsibility and only tight arse whinging wankers wanting to play at being landlord ever ask for them to do so.

In NSW there were no such rules. I've been out of that game for almost 20 yrs now so that may have changed, but i doubt it.

But, again... I don't know the rules regarding social housing maintenance but I'm fairly certain the State governments (as the owners of these properties) would not allow tenants (or tradesmen asked to do the job by the tenants) to paint the outsides (and the insides too probably) of the properties or do any other external maintenance like repairing/replacing gutters, etc.


Well, the welfare system is totally fkked then, isn't it, if it is against the 'rules' to get together and help ourselves.  But rules can be changed. A grassroots civil organisation can contact MPs, the media, even the ABC and highlight the absurdities and achieve change.

Cry me a river. If Australians can no longer get affordable housing (buying or renting) then it's tough luck for the international students as far as I'm concerned.

Mind you, seeing as international students are a 2 billion dollar plus 'industry' I'm sure the pollies will make an effort to do something about it (ordinary Australians will still have to struggle, of course).

Don't know about the rest of Australia but here in WA the State government apparently doesn't have the money to help the homeless and those struggling to pay their mortgages and rent (assuming they can find a place to rent) but 'Sneakers' McGowan has gone out and given the taxpayer money tree another shake and he's now found 39 million dollars to "save" 500 newsagencies.

Hi, Xavier.

That was the case here in Perth during the 2011 Commonwealth Heads of Government Meeting.

All of the homeless were 'miraculously' provided with temporary accomodation just before CHOGM started but they were back on the streets again right after it finished and everyone had gone home.

Yes - it's amazing how during these Political/Media Priority meetings how 'homeless' are suddenly homed.

The Sydney 'Clean-Up' for the G7 was so bad, I reckon half the population of inner Sydney packed up and left for a holiday.
The streets were practically emptied so the Politicians could take photos and sight-see as if Sydney was cleaned out for their own personal holiday.

Nah, blaming agents is a cop out. An agents sole JOB is to ensure his customer (the property owner) gets the best return.
Tenants could always try paying their own agents to negotiate rent down? But they won't want to pay for a service they cry property owners are paying, whilst crying at the results. Owner pays BECAUSE he gets results.
