Ugandan parliament passes bill to jail gay people

Uganda's parliament has passed a bill which would criminalise people who identify as gay, or a sexual minority.

Individuals could face lengthy prison terms if the bill is signed into law by President Yoweri Museveni.

Under the proposed legislation, friends, family and members of the community would have a duty to report individuals in same-sex relationships to the authorities.

Homosexual acts are already illegal in the east African country.

But the bill seeks to go further and criminalise people on the basis of their sexual identity.

The bill, which was first tabled earlier this month, passed with widespread support in Uganda's parliament on Tuesday.

It will now go to President Museveni who can choose to use his veto - and maintain good relations with Western donors and investors - or sign it into law.

The bill also stipulates that a person who is convicted of grooming or trafficking children for purposes of engaging them in homosexual activities faces life in prison.

Individuals or institutions which support or fund LGBT rights' activities or organisations, or publish, broadcast and distribute pro-gay media material and literature, also face prosecution and imprisonment.

A small group of Ugandan MPs on a committee scrutinising the bill disagreed with its premise. They argue the offences it seeks to criminalise are already covered in the country's Penal Code Act.

Activists and LGBT people in Uganda have said that anti-homosexuality sentiment in the country is exposing them to physical and online violence, and that the bill may have far-reaching consequences for Ugandans in general.

In 2014, Uganda's constitutional court nullified a similar act which had toughened laws against the LGBT community.

It included making it illegal to promote and fund LGBT groups and activities, as well as reiterating that homosexual acts should be punished by life imprisonment.

The court ruled that the legislation be revoked because it had been passed by parliament without the required quorum. The law had been widely condemned by Western countries.

Same-sex relations are banned in about 30 African countries, where many people uphold conservative religious and social values.

Teachers would be prevented from discussing LGBTQI matters or engaging in discussions about 'culture wars' under proposed reforms to the NSW education system.

One Nation's Mark Latham today unveiled his party's education policy, which will limit the scope a teacher has in the classroom to a more traditional curriculum.

The proposed policy extends across Catholic, Independent and public schools and vows to clamp down on 'unnecessary' curriculum points which draw focus from core learning areas.

The party is hoping to secure four seats - up from the two they currently hold - at the NSW election on March 25, which could potentially give them the balance of power.

If successful, the newly formed government would be required to work with One Nation to effectively govern.

Mr Latham summarised the proposed reform in an 11-point policy which encourages performance-based pay for teachers and a blanket ban on gender fluidity lessons, which he has branded 'a form of child abuse'.

'In the Leftist march through institutions, schools are now in the frontline of the culture wars,' the manifesto reads.

It was only 90 minutes ago, I was in a bar, watching the highlights of tonight's NRL game. A group of three, admittedly, gay men were talking about how they were gay and their "coming out" stories. The most obvious gay guy tried to talk to me, and then backed off when I ignored him. And then he had another go 30 minutes later, trying to tell me to "not be lonely". I think that would probably be the bare minimum of what the Ugandan government would be criminalising.

My argument is... that homosexual men will hit on other homosexual men... or they might try their luck with heterosexual men, just in case the heterosexual man might be bisexual. Or they are trying their luck signaling their homosexuality, just in case their lottery chance of finding another homosexual is available.

That is not to say that heterosexual men don't hit on heterosexual women and vice versa. But, if homosexual men hit on other men, Ugandan authorities would go after those types within their borders.

If you don't know the answer, you imply that you are what used to be called "bisexual," which is how AIDS crossed over into the heterosexual community, along with intra-veinous drug use. Charming bunch. As you imply, there are men who will pork anything that comes up to body temperature.

I know that this member has only posted comments a couple of times
over the past few years (Oct 22, Mar 20, Mar 19) but I have to object
to both his offensive user name—referring to the Nazi physician Josef Mengele,
called the "angel of death"—and his use of Mengele's image as his user avatar.

There's no place for this sort of thing in any equitable forum, and I'm
also surprised that the admin haven't already forced a change of user name
and image.
