It could be a TIA, but more likely some sort of seizure caused by a lack of blood (oxygen) to the brain.

In people his age the heart often isn't as strong as it used to be and it can sometimes struggle to pump enough blood to the brain.

If the Republicans keep propping him up at lecterns instead of letting him get some expert medical help and some much needed rest he'll probably be dead before the year is out.
