Apparently the response was delayed because of heavy Moscow traffic. Response capabilities need to get to the scene of a major incident much more quickly.


The fourth lesson is that venues need to be prepared for a rapid evacuation and all emergency exits need to be readily accessible. The emergency exits at the hall were locked, presumably to prevent them being used by people trying to get into what was a sold-out event.

The fifth lesson is the need for a timely government response. The delayed response by Russian President Vladimir Putin made it obvious the government was going to try to spin the situation to its advantage, in this case blaming Ukraine, because it supports Putin’s campaign to tarnish Ukraine and convince the Russian population that Ukraine poses an existential threat to Russia’s security.

Putin’s threat to punish Ukraine was intended for a domestic audience as it was not credible that Ukraine would have been behind the attack. (Ukraine’s attacks on Russia have been against military and energy targets, not against civilians at public events.)

Despite Ukrainian President Volodymyr Zelensky’s claim the border is heavily defended, Ukraine is in fact quite accessible for people on foot. (I visited the area in 2019.) Had the attackers made it to the Ukraine border, they probably would have had local Muslim support to help them escape. Tracking the vehicle would have been facilitated by automatic numberplate recognition cameras around Moscow and on major highways.

More recent Russian vehicle numberplates also can have a built-in chip that transmits information about the car even if the numbers are deliber­ately soiled with mud (a common Russian ploy to avoid tolls).

Responsibility for the attack has been convincingly claimed by Islamic State Khorasan Province, also known as ISIS-K, based in Afghanistan. The group has been growing in strength since the Taliban takeover of Afghanistan and now numbers up to 6000 members. Unfortunately, every successful ISIS-K terrorist attack helps its recruitment.

Russia is implicating the USA and the UK as possible instigators of the terrorist attack in Moscow.

The US is exposed by association with military operations it was conducting in association with Tajikistan. The USA may have trained the perpetrators.

The full operations of the US military are unknown because the US military does not respond to any control over its activities.

The US, UK and Ukraine may have been behind last Friday’s terrorist attack on a concert venue in a suburb of Moscow, which claimed lives of 139 people and left around 200 injured, according to the head of Russia’s Federal Security Service (FSB).

Aleksandr Bortnikov told reporters on Tuesday that the authorities are currently trying to establish the identity of everyone involved in the attack, both inside and outside Russia.

When asked whether the US, Britain and Ukraine could be behind the terrorist attack, the FSB chief responded: “We think that this is so. In any case, we are now talking about the information that we have. This is general information, but they [investigators] also have concrete results.”
