Having worked in Construction all around Sydney, Great Divide.
I can certainly tell you the quality of building has lessened a lot, especially on commercial jobs. All those High Rises go up real quick and the companies don't give a hoot about the fines they have to pay to get them up quick.
I can also say, that a good number of all those working Construction in Sydney are... 'Chinese'.

Employment agencies that get to rush through apprenticeships, or not put them through the tiertiary part altogether, is a great place to start. These guys end up with 10 years 'experience' and still they haven't a clue what they are doing or why.

No, you are suggesting Oz is better than China. 

I'm loving the advance in Chinese technology eg EVs the rest of the world want to purchase, and hs rail technology  other nations are purchasing - the latest being Indonesia.

It is due to nationalities.
The Italians and Moslems always fight.
The Indians and Chinese also. Some sites have separate Lunch areas due to these four, but also because Chinese and Indians cook food that just plain stinks.
While Moslems are used to not washing (not much water in the deserts I guess) and stink themselves.
Working with Italians in Construction is like working with the Mafia.
The Polynesians are good workers, but tend to throw their weight around too much.
Melanesians are also good workers but like the Abos - just wanna pick fights with anyone.

Overall - the 'shemozzle' of so many different nationalities not really working together shows in the work being done or should I say, not being done. 25% of the work done is each one trying to sabotage the other.

From Painters, to Plasterers, to Cementies to Chippies - its all been 'fast and nasty' cheap as possible work in Sydney. Wether the Italians started it or not - most business is done that it is deemed 'professional' for one to try as much as possible to rip the other off, no different to Scamming. It seems the 'accepted' thing.
All of this just compromises the quality of work done, in favour of just getting quantity pushed through as much as possible. Even the more stricter (everything in triplicate) Government jobs have dumbed down a lot.

Cha bu duo is a fundamental flaw in the Chinese character - if it looks good, it is good.

Or, if it looks like what it should look like, then it is what it looks like - hence so many 'tofu' buildings - they look like functioning apartment blocks, so they are functioning apartment blocks... until it rains.

Wow. It even has it's own wikipedia page. Note that tofu actually holds up OK when wet. The term is 'tofu dreg'.
