Every rally he says he has a plan. It's the best plan. It's so much better than any plan Harris can come up with. He says she has no plan. Well, he was put on the spot and forced to admit he has no plan. In his world, there's himself as 'sovereign' and a 'parliament' that does all the work... He might occasionally step in and fire the 'prime minister', appoint another one, then get back to 'monarching' i.e. having foreign heads of state fawn over him, playing golf and turning up to events to the cheers and applause of his 'subjects'.
