The ostensible reason is to quell militant activity. However, the militant activity would not need 100,000 men to quell.

The real reason is that Israel has been seeking a justification to invade the Sinai to close off the Egyptian end of the Gaza tunnels. Egypt will not allow such a violation of their sovereignty.

Egypt has a reason to allow the Gaza tunnels to exist to not only allow the entry of additional fighters to Hamas forces, but to allow weapons and munitions to enter. Also, Egyptian military leaders will be making money from the tunnels.

It is likely that Israeli black ops forces killed the 16 Egyptian soldiers because there were no casualties in that event of non-military people or any other people at all which suggests a kill efficiency beyond the capabilities of Sinai militants.
