The Victorian government avoids scrutiny by taking too long to answer parliamentary questions on notice, the opposition says.

Liberal scrutiny of government spokesman David Davis said more than 700 questions on notice remained unanswered after 30 days, 394 in the upper house and 317 in the lower house.

"This is a clear sign of a government seeking to avoid public scrutiny and it flies in the face of (Premier) John Brumby's so-called commitment to strengthen accountability in Victoria," Mr Davis said.

Under parliamentary rules, questions in the upper house must be answered within 30 days, however the same time limit does not apply in the lower house, Mr Davis said.
