I'm opposed. I don't see a need for the government to get involved with the dealings between foreign students and any college that goes broke. Those students can probably enrol in another college and claim credits for previous subjects anyway.

thats a very naaive way to look at it.

These students pay good money, many thousands, to go to these colleges and then half way through tehcolleges collapse, many cannot get their money back and cannot get advanced standing bacuse their courses are unique.

This is bad for us because it will stop indians form wanting to come here and study out of fear which will in turn hurt our econemy greatly which relies heavily on forign students.

Nobody should be surprised. It's just another case of government feeling a need to clean up the mess left by private enterprise rorting a government funded scheme that initially appeared to have some merit... but which was implemented with insufficient control.

We are only rarely told what lobbying goes on between government and the likes of groups representing colleges, so I can't tell you accurately what links exist.  But certainly government created the conditions for colleges to profit handsomely (sometimes excessively) from overseas students encouraged to come here to "study" at the colleges.  As I heard it, the students were promised that a college qualification would provide them with a pathway to Australian citizenship... something that only a government department could honestly promise.
