If the water quality is so bad in gaza, perhaps the ruling authorities could make a call to the Jooos and say somethinng like:
"Yo, you sons of apes and pigs, we need to fix the toilets over here. How about you let some cement through and we promise to use it for the purpose. "

Who could say no to that? End of problem. It does require coming down from the moral high horse but that's politics for you.

For Hamas, though, that'd be 'betraying' the jihad. So it's bottled water for a while yet.
