Statistical evidence proves they can't look after themselves. They were lucky when they had the British or Spanish to help them. Measures such as the wheel and the scaffold kept their instincts in check.

Now? They're lucky if the US rendition them all to Guantanamo. Puppet dictators, hand-ploughed cash crops and garbage picking is all that's left to them. What to do?

Sub-Saharan Africa can be transformed into an enormous, continental nature preserve. We can place lengthy walkways twenty to thirty meters high across breadths of the continent (bullet-proofed, of course) for our viewing pleasure. An elaborate network of electric fences can be placed along the edges of the Sahara with pictoral warnings (Black man can't read).

Yes - high security safaris with real natives. Tourism would improve, no doubt. However, the tinted races' first economic instinct is tourism. They don't make anything useful for themselves. Get the tourists over there so they can fleece them all.
