VICTORIA'S 11,500 police officers are threatening to strike after Premier Ted Baillieu's government broke a key promise on pay.
The Police Association claims the Government's offer of a 2.5 per cent pay rise has put in jeopardy the Coalition's election pledge to hire 1700 new police and 920 protective service officers over the next four years.

After less than three months in the top job, this will be the first test of Mr Baillieu's commitment to take on the unions.

Major battles with the Police Association have proven to be politically bruising encounters for previous governments.

Association secretary Greg Davies said the Government's offer was less than inflation, leaving police with a pay cut in real terms.

"It is clear this government rode to electoral victory on the back of a law-and-order horse and, having attained the prize, have taken it straight to the knackery," Sen-Sgt Greg Davies said

Sen-Sgt Davies said a "penny pinching" government could not deliver 1700 extra police and the promised 920 protective service officers needed to meet its key election promise of putting two armed guards on every railway platform from 6pm until the last train.


He also warned it will send police morale to rock bottom and hurt the retention rate for senior officers.

"Unless the Government changes its attitude we are undoubtedly headed for conflict," Sen-Sgt Davies said

Yep, the Union is just gearing up for another pay battle, a battle they have had with every government since the dawn of time.

Hardly anything to worry about, they are just rallying the troops for support thats all.

Baillieu to renege on teacher pay

THE Baillieu government is poised to
break a key election promise
to make Victoria's government school teachers the best paid in the nation.

Less than four months after going to the November state election with its
unequivocal pledge on teachers' pay
, the new government now says it will not grant any increase above 2.5 per cent unless it is offset by productivity gains.

The Australian Education Union says that, for practical purposes, this means the promise has been broken. The state's teachers would need an 8 per cent rise just to give them parity with those in Western Australia.

The broken promise will leave
Victorian teachers among the lowest paid in Australia.


In the lead-up to the election, the Coalition stated without qualification that it would
''make Victorian teachers the highest paid in the nation''
.

Now the government says public sector wage agreements above 2.5 per cent a year would have to be ''offset by commensurate productivity improvements''

Time to start delivering, critics tell the 100-day-old Ted Baillieu Government

March 05, 2011




A GROWING burden of problems and frustrations is heaping pressure on the Coalition Government to finally go up the gears.

Paralysis seems to have gripped the new Government, the deeply cautious Coalition seemingly more worried about making mistakes than governing Victoria.


During its first 100 days in government, the Coalition's mantra has been slow and steady, but a looming $2.5 billion financial black hole, difficult pay negotiations with the state's major unions and an expectant public are clamouring for attention.

This is putting pressure on Premier Ted Baillieu to live up to his election promise to fix the problems.

Despite claims this is a Government of "action and no spin", the Coalition has yet to make any real headway into its lengthy to-do list.

The initial hubris of victory, with calls for Labor to "leave quietly and close the door as you go", has given way to a growing paralysis with a deeply cautious Government seemingly more worried about making mistakes than governing.


Voters have seen little concrete action on the big problems
of myki, smart meters, getting more police on the beat, improving the train system, putting guards on railway platforms and easing the financial pain of rising living costs for suburban households

Mr Baillieu's desire to make sure his Government does not repeat the mistakes of his Liberal predecessor, Jeff Kennett, in picking a fight with Victoria's powerful has seen almost
100 issues sent for review
since the Coalition came to power on November 27.

This has led to concerns about the Premier's ability to make tough decisions.


Police Association secretary Greg Davies rated the Government's performance on the key law-and-order portfolio as "not good at all" and gave it a fail with four out of 10 for its first 100 days.


"The Government needs to understand
talk is cheap
, but policing is not," Sen-Sgt Davies said.

"It is only early, but the performance on policing has been
nothing to write home about
."

Public Transport Users Association spokesman Daniel Bowen gave the Government a
thumbs-down on its work over the first three months
. "Public transport was a core issue at the election. A number of seats clearly swung to the Coalition on the back of poor performance in public transport by the Brumby government," he said.

"But in many cases it's not clear that any progress is being made. The Government would be well advised to start to move more quickly if they are hoping to have runs on the board by the next election."

His biggest worry over the coming months may not be becoming the next Jeff Kennett, but rather ending up like former prime minister Kevin Rudd, who was dumped after failing to deliver on promises

THE union behind Melbourne's train drivers has threatened industrial action unless rail operator Metro stops station staff using electronic ''paddles'' on busy railway platforms.

The Rail, Tram and Bus Union's locomotive division represents the city's 800 suburban train drivers.

Last month drivers elected a new divisional secretary, Marc Marotta, to aggressively take on Metro over workplace issues in the lead-up to a new industrial agreement to be signed next year.

In the first salvo, Mr Marotta last week wrote to Metro's head of operations to say that a new signalling system in use by platform staff at 31 stations during rush hour was ''unsafe and an arrogant approach to the travelling public'', because it sought to cram passengers on to trains too quickly.

The signalling system involves station staff wielding sticks fitted with bright LED lights to signal to passengers that the train will leave soon.

The sticks are raised when it is safe for the driver to close train doors. The system was introduced by Metro last June.
Drivers want the platform signalling system dumped, but Metro spokesman Chris Whitefield said that when combined with announcements by station staff, it was helping passengers board trains quickly and safely.

''We're constantly looking for better ways to manage the record high number of people travelling on the network,'' he said.

The battle over the paddles comes as trains at Werribee station were stranded on Monday night for more than two hours, with no services running to or from Laverton, after a problem with the rail radio system.

This led the union to insist that two drivers needed to be placed on all trains whenever there was a radio issue, to ensure safety for passengers. Metro refused to meet the demand, and instead replaced trains with buses until radio services were restored.

The Victorian Premier, Ted Baillieu, has defended his Government's performance, after almost 100 days in office.

Saturday marks 100 days since the Premier was sworn in.

Mr Baillieu cites the health deal struck with the Commonwealth at February's Council of Australian Governments Meeting (COAG) as a key achievement.

"We worked well with the Commonwealth and West Australian Governments," he said.

"Once the door was open and we were able to recover the GST, the other states were very quick to join the cause in condemning the previous deal and wanting a better deal and that's what we got."

He says legislation has already been introduced to the Parliament to abolish suspended sentences for certain crimes, and to station protective services officers to patrol railway stations at night.

The Government has also introduced legislation to crack down on public drunkenness and is seeking to give schools the right to search students for weapons.

Mr Baillieu says he is pleased with the Government's progress in key areas.

"We've been out there on just about every issue," he said.

"We've already got legislation in the house on the important issues that are part of our agenda.

"We've made TAFE fees cheaper for 15-to-24 year olds, we've had significant changes in the health area through the COAG deal, we've got legislation in the house on protective services officers."

But the Opposition has accused the Government of having a "100 day victory party", accusing the Premier of failing to act quickly enough on his election promises

The Opposition Leader, Daniel Andrews, says the Government must start delivering.

"We've had 100 days of Baillieu Government not one law has been made, not one law has been changed," he said.

"We've seen review after review. It's a Government that's almost too scared to govern."

Mr Baillieu says the Government's priorities for the year ahead are the same ones they went to the election with.

"Community safety, public transport issues, health issues, getting more transparency in dealing with some of that," he said.

"Some of that we've already had a pretty big hit on already, and also addressing to the extent we can cost of living pressures."


Black holes

Mr Baillieu has foreshadowed a difficult budget, because of what he claims are "black holes" left in the state's finances by Labor.

He says there are several projects committed to by the previous Government that were not properly costed.

"The notion that the Brumby Labor Government were somehow good economic managers is a complete and utter myth," he said.

"There are black holes galore, there are project over-runs, there are projects that have been not even costed at all."You only have to look at the Regional rail link to see that. And that is an exercise in economic mismanagement."

He says it is going to be difficult to balance the state's budget.

"The budget process is probably going to be as challenging as it's ever been in VIctoria, certainly in recent years," he said.

But Daniel Andrews has rejected the claim Labor left the state's finances in ruin.

He says Mr Baillieu himself said Victoria was in a good position, shortly after taking Government.

"After he received his initial briefings from the Department of Treasury and Finance he came out and spoke to the media, this is back in December, and said that the state's finances were sound," he said.

"[Mr Baillieu said] that the budget was in strong surplus and the finances were sound.

"It now suits his political purposes to come and and invent and scaremonger about black holes.

"There are no black holes."

The health system in Victoria - after a decade of Labor Government - has been described as an 'embarrassment' by senior healthcare professionals.

The monitoring system is now 5 years late and still not implemented.

It is now going to cost us $35m more than originally planned.

We have a locked in cost for a de-sal plant that nobody needs.


The idea that Labor (who taxed us all to high hell and kept stamp duties at obscene amounts) were good economic managers - is exactly the myth that Ted mentions....

And that's not even touched on the shambles that was Myki.
