Swan does it because he thinks it raises his profile and pre-warns people for the crap job ahead.

A minister doesnt need to be giving the media tid bits in the lead up to anything.

Come to think of it, its annoying me how they are doing it, guaging reactions from the public to see if they should proceed.

What benefit was there Swan telling people half a story like "it will create 500,000 jobs" with no detail at all.  Or the cut to medical research.

Its just BS.

Release the budget, and save us the BS commentary from the ministers along the way thanks.

With the Baillieu government under fire over the role of ministers at Liberal fund-raisers, one of Treasurer Kim Wells's first events to spruik his first budget, will be at a party fund-raiser.

The Treasurer will speak on a three-person panel at a Liberal 500 Club breakfast at Crown Casino as part of his budget sell. Labor has seized on the appearance saying voters are waiting for a code of conduct for Liberal fund-raisers promised in February by Premier Ted Baillieu.

''Kim Wells has been unavailable to answer questions and front Victorians but it seems if there are a few hundred thousand dollars in it for the Liberals he's happy to make himself available,''
opposition scrutiny spokesman Martin Pakula said.

No shocks in state budget

May 3, 2011


There are few, if any, major surprises or unexpected sweeteners in the first budget of the Baillieu Government handed down this afternoon.

He said the budget had focused on spending $5.1 billion to deliver the government's election promises and making $2 billion in government cuts.

Included in the cuts was a slashing of the School Start Bonus, which will now be means tested.

The School Start Bonus is a one-off $300 payment to all parents of Prep or Year 7 students to help pay for costs such as school uniforms and books.

It will now only be paid to low-income families entitled to the Education Maintenance Allowance.


Health attracted $13 billion in spending with major upgrades at hospitals in Frankston, Ballarat and Bendigo as the government begins to deliver on a promised 800 new hospital beds.





In a nut-sack ...



PUBLIC TRANSPORT
● 940 PSOs on trains by 2014, one year ahead of the Government's election promise

● $100 million on rail maintenance

● Seven new trains, the first of 40 promised by the government

● $64 million for upgrade to level crossings



HEALTH
● 340 new ambulance staff

● Halving of ambulance membership fees

● $735 million on hospitals in Frankston, Ballarat and Bendigo

● 800 new hospital beds

● $88 million mental health package



EDUCATION
● $100 million school maintenance fund

● $208 million school capital works

● Cuts to the School starts program

● 100 maths and science primary school specialists

● Extra 150 new primary school welfare officers

● Eleven schools for students with special needs or disabilities will be built or upgraded

● School Start Bonus to be means tested



LAW AND ORDER
● $602 million to fund 1700 extra front-line police by 2014, one year ahead of the government's election promise

● Nine new brawler vans to target violent hot spots

● New police stations ain Forest Hill and Heywood and planning for a station at Paynesville and upgrades to five existing stations

● 108 new prison beds

Other announcements included a widening of power bill concessions, providing a 17.5 per cent cut for 815,000 pensioners, more than $675 million for flood-affected communities and a $73 million boost to the arts.

The budget papers failed to divulge the fate of myki.



Mr Wells said a $30 million increase in the estimated cost of providing Protective Service Officers on trains was because the Government would now deliver all 940 a year early, by 2014 instead of 2015.

But he admitted the government's plan to install Protective Service Officers in hospital emergency wards needed more work and was not detailed in the budget.

The government had spent $5.1 billion to deliver its election promises, Mr Wells said.

Government debt has increased under the budget from 2.6 per cent of gross state product to 5.9 per cent.

Cuts worth $2.2 billion were announced including
$27 million slashed from education
, including deep cuts to the School Start Bonus and
$38 million cut from health

Im not overally bothered to go through them all now, but will you give credit where credit is due with the means testing of the education payment, ensuring it goes to low income families who need it first and foremost?
Cheap shot making reference to the "cuts in education" when the cut is a fair one.

I FULLY support means testing of welfare - private health insurance assistance included

Education facing big cuts, warns opposition

THE Victorian Education Department is facing budget cuts of almost $350 million over the next 4½ years, according to the opposition, prompting fears that public schools will lose funding.

Opposition education spokesman Rob Hulls said department officials had told him at a briefing last week they had been ordered to find $338 million in savings, including $36 million by June 30.

''Here we go again - one of the Liberal government's first decisions is to hack into the education budget,'' Mr Hulls said. ''These are substantial cutbacks … they have decided to turn their back on the state school system.''

The Victorian Association of State Secondary Principals said the cuts were particularly galling given the Coalition would increase funding to non-government schools by $240 million over the next four years, starting from the beginning of the 2011 school year.


''I can't understand why more money is going to the private sector when we have so many government schools that need to be brought up to scratch,'' said president Frank Sal.

''Clearly from a government secondary perspective, I'd be very concerned if they are cutting any dollars from the government school sector.''

Government coffers to be bolstered by

GOVERNMENT coffers will be swelled by up to
100,000 additional fines
expected to be dished out over the next year.

And though Ted Baillieu's Coalition was a critic of the previous Labor government's attachment to speed camera revenue, there's no sign this is about to change.

There's also
no
move to wind back Labor's congestion levy - a tax on inner city car parks - which the Coalition had condemned when it was in opposition.


In 2008, Liberal MP David Davis said it was a "massive tax slug, pure and simple".

Despite a
review
into the state's speed camera system, it's expected cameras will generate an
extra $14 million in revenue
during 2011-12.

But the biggest growth will be seen in fines for toll evasion, which will soar by 7.5 per cent and deliver
$110 million to the State Government.


Overall, the Government will rake in
$24 million extra in fines
, bringing in a total of
$545 million over the coming year
.

Greiner to "rebuild" NSW based on Bracks model

THE appointment of former NSW premier Nick Greiner as chair of Infrastructure NSW, a new body to help get infrastructure going again in the state, is an important signal that NSW is back in business.
As Greiner told The Australian yesterday, the last NSW government had lost the trust of the business community.

Greiner, a Harvard MBA who has carved out a successful career as a company director over the past 15 years, has the unique combination of a strong public sector background, hands-on high private sector expertise and a pragmatic, can-do attitude.

And Greiner, whose corporate roles have included chairman of construction and infrastructure company formerly known as Bilfinger Berger, has now signalled that he is looking for ways to get the private sector back into infrastructure investment in NSW.


Greiner has made no bones about holding up Victoria as the state with the best reputation for delivering on public-private sector infrastructure projects.

And he has absolutely no hesitation in having his Infrastructure NSW consult with and learn from that state's experience, specifically from
Partnerships Victoria
. As he says, there is no point in re-inventing the wheel.


One example Greiner holds up as a successful public-private sector deal in the current, post-
Cross City tunnel
and post-GFC environment in Victoria's
Peninsula Link project
, a 27km tunnel between the Frankston Freeway/East Link interchange and the
Mornington Peninsula Freeway
at Mount Martha.

Let in 2009, the $900m project is being undertaken by a consortium of companies including Bilfinger Berger (now part of the Lend Lease group), Abigroup and the Royal Bank of Scotland on an "availability" model that involves the government taking the initial construction risk and paying the investors on a basis that the road is available and properly maintained.

Buzz, I don't think the peninsula link project is 27 kms of TUNNEL.

It's 27 kms of above ground freeway, isn't it?

If they can build a by-pass of Frankston down to the Peninsula it will get my support.

Why you'd have a link between a nice little place like Mount Martha and a dump like Carrum Downs is beyond me.

The worst thing about getting to the Peninsula was having to drive through that craphole that is Frankston with the assorted low-lifes who live in that place.
