But other sources have suggested the state government has been deliberately stalling on receiving the cash until 2011-12 to make its first budget as sound as possible - a claim vigorously denied by Treasurer Kim Wells's office

Premier Ted Baillieu has dismissed as ''just nonsense'' any suggestions his government is delaying signing up to $500 million in federal flood levy cash to pad out the bottom line in his first budget.

Three months after the $1.8 billion levy was announced by Prime Minister Julia Gillard, The Age this week revealed Victoria still has not received cash because it is refusing conditions that would allow the Commonwealth to oversee reconstruction and recovery efforts. Mr Baillieu said suggestions his government was stalling to boost the bottom line in 2011-12 - its first budget - were wrong.

''A proposition was put to us that somehow or other we were playing some fiscal game with the money, which is just nonsense, and we have been trying to deal with this issue in an effective way to ensure communities get their money,'' Mr Baillieu said.

Advertisement: Story continues below The Premier also revealed Victoria had been advancing money to flood-affected communities out of its own pocket in lieu of the federal cash. He accused the Commonwealth of ''needlessly imposing bureaucracy'' when no such conditions had been imposed following the Black Saturday bushfires in February 2009.''We had a situation after the fires in Victoria where there was Commonwealth money involved and there was no need to address the conditions in the way that money was spent. I think the money was spent wisely.''

Federal Regional Minister Simon Crean said the money was waiting to be paid as soon as Victoria accepted a framework to make sure the money was not wasted. ''We are not denying Victoria the money,'' Mr Crean told ABC radio. ''We are paying up to three-quarters of the money involved. We are entitled to know how that money is being spent.''

Family First Senator Steve Fielding, who negotiated the original deal in February, giving Victoria a $500 million share of the $1.8 billion levy, said it was ''disappointing'' the money wasn't flowing because of a disagreement between the state and federal governments.

''Unfortunately when you've got different parties in power at the state and federal levels you get a situation like this,'' Senator Fielding said.

''Political differences should be put aside when we're talking about trying to help the people of Victoria recover from such a devastating event.''

Northern Victorian farmer Lindsay Schultz, whose Benjeroop farm was covered with floodwater for months, urged the two levels of government to resolve the dispute and get the flood money flowing. ''It's a bloody disgrace,'' he said of the spat. ''This is an emergency.''

Mr Schultz said infrastructure in the Gannawarra Shire had been smashed by the floods, with severe damage to roads and bridges.

The Commonwealth flood funding was ''desperately'' needed in the district to repair damaged infrastructure, Mr Schultz said.

The ruckus comes as Treasurer Kim Wells puts the finishing touches on next week's budget, which has been undermined by a $4.1 billion drop in revenue from the GST. The Age has learnt that the ''theme'' of the budget is ''responsible delivery''.

Victorian Premier Ted Baillieu has accused the federal government of trying to avoid delivering flood levy funds promised to the state's flood-affected communities.

While Queensland has received $2 billion, none of the $500 million earmarked for Victoria has been delivered to the state's 94 flood-ravaged communities, Fairfax media reports.

The delay has been caused by a dispute between the Baillieu and Gillard governments.

Victoria is refusing to sign up to the National Partnership Agreement, accusing the government of imposing unrealistic bureaucratic requirements to avoid what happened during the bungled household insulation scheme.

A spokesman for the premier said Victoria disagreed with a requirement that the federal government perform detailed inspections of repairs in every flood-affected community.

"The commonwealth government is imposing onerous and bureaucratic red tape on Victoria that is delaying the delivery of funds and will mean flood-affected communities will be inspected by the commonwealth to make sure the money is spent correctly," the spokesman said.

"It appears that the commonwealth are trying to delay and avoid ever delivering the promised funds."

A spokesman for Regional Minister Simon Crean said the money would be made available once the agreement was signed.

HELIPAD proponents scored a major victory yesterday after the state government pledged $10 million towards the project atop a new car park in Ballarat.

Health Minister Daniel Andrews visited the Ballarat Health Services Base Hospital yesterday to open the newly redeveloped hospital emergency department, when he made the announcement.

The pre-election pledge comes after the Coalition committed $2 million to a helipad at the hospital. Under the Labor plan, the helipad would be built on top of a new multi-deck car park close to the emergency department.

Mr Andrews said the Labor funding commitment would cover the "helipad on top of the car park and it covers a substantial portion of the car park itself".

A rally planned for next week to lobby the government to build a helipad could become a street party instead.


Hospitals Emergency Landing Pad founder Carole Simmons said she was pleased a helipad would be built, with both sides of politics committing to the project.


"After six years we thought it would never happen, it's really great to hear," she said.
But I guess we have to keep them to some sort of time frame."

Opposition health spokesman David Davis said the Coalition had "consistently advocated" for a helipad since 2004. "I welcome the backflip by Labor after 11 years in government," Mr Davis said.

Committee to look into Ballarat helipad

THE establishment of a helipad in Ballarat moved a step closer yesterday after a working group was set up to look into the issue.
The group, to be chaired by member for Western Victoria David Koch was established after a meeting in Ballarat with state Health Minister David Davis. Also on the committee will be MP Simon Ramsay, representatives from Ambulance Victoria, Ballarat Health Services, the Health Department and HELP (Hospitals Emergency Landing Pad).

Mr Davis, Mr Koch and Mr Ramsay met HELP members Carole Simmons, Wayne Rigg and James Kerr yesterday to discuss the controversial helipad issue.

Speaking after the meeting, the health minister said he wanted a balanced group that would ensure the operational issues of Ambulance Victoria were met, that a helipad facility would fit long-term plans of BHS and took into account community views.

While costings for a helipad were not discussed yesterday, Mr Davis said the Baillieu government remained committed to its election promise, which included $2 million in funding for the facility.

“We want to go forward and move quickly,” Mr Davis said.

As a long-time campaigner for a helipad in Ballarat, Ms Simmons described yesterday’s meeting as a positive step, while co-HELP member Mr Rigg said it was encouraging a helipad for Ballarat was still on the minister’s radar. The group’s first meeting will be in a month, only weeks after the 2011 state budget is released. Ballarat West MLA Sharon Knight said that rather than fulfilling a commitment to build a helipad at the Base Hospital, the Liberal government was just setting up another committee.

“This delay by committee confirms that urgent patient transfers will continue to occur from Morshead Park,” Ms Knight said.

New Scandal For Beleaguered Baillieu Government

HEALTH Minister David Davis's future is under a cloud after allegations the Liberal Party's fundraising arm is paying his legal bills.
Explosive claims in Parliament yesterday that
secret funds were funnelled to Premier Ted Baillieu's chief of staff Michael Kapel
to cover the bills sent MPs into a tailspin.

Parliament descended into uproar with question time suspended for 20 minutes and a motion of dissent brought against Speaker Ken Smith after he repeatedly
blocked Opposition questions on the issue.


The $129,658.95 legal bill from Piper Alderman, seen by the Herald Sun, was sent on April 6 to the Liberal 500 Club - a group of party heavyweights.
The invoice, more than 60 days overdue, names Mr Kapel as the person of contact.


This comes only days after Mr Davis attempted to bury the launch of the Coalition's much-hyped health plan on the same day as the Budget


The bill arose from a legal battle between Mr Davis and former ALP state secretary Stephen Newnham. When asked in Parliament if any members had gained a personal benefit from party money Mr Davis said he did not know because he did not administer the 500 Club.

When asked if he had personally benefited, he replied:
"I don't believe I have."


When challenged by Opposition scrutiny of government spokesman Martin Pakula that his bills had been met by secret party payments, he said:
"I am confident that nothing has been donated by the 500 Club to me that would compromise my role as a minister."


Last year, Mr Davis was forced to make an unreserved apology to Mr Newnham as part of a confidential settlement of a defamation case brought by the former ALP state secretary.

The libel action stemmed from a 2009 press release in which Mr Davis accused Mr Newnham of acting corruptly in his dealings with Brimbank Council

Lib minister faces probe on police records access

VICTORIA Police are investigating allegations Baillieu government minister Richard Dalla-Riva improperly checked the police records of his neighbours while serving as a police officer, after the state opposition made the claim in Parliament.

In a tumultuous day in state Parliament, the Labor opposition accused Mr Dalla-Riva of accessing the police LEAP database to research would-be neighbours while considering buying a property.

Mr Dalla-Riva was one of two MPs on email circulation lists for the invitation-only men's group The Brotherhood, which was heavily criticised by the Ombudsman this week.

Both MPs stated they had never attended a meeting or helped in the group's activities.

''A person [Mr Dalla-Riva] who has been linked to The Brotherhood has boasted around town … he inappropriately accessed the LEAP database to gather information on potential neighbours,'' Mr Merlino told Parliament. He later wrote to the Office of Police Integrity seeking an investigation into records accessing.

New season, new future for jumps racing

Minister for Racing Denis Napthine today welcomed the start of a new season for jumps racing in Victoria.

Dr Napthine said the 2011 jumps racing season started today, with connections racing for a total of $2.64 million in prize money over 70 races between now and September.

Today’s races at Warrnambool mark the start of the season and the start of the countdown to the Grand Annual May Racing Carnival in Warrnambool, a world famous, time honoured event and a major event for communities in Victoria’s south west.

“This isn’t just the start of a new season for jumps racing in Victoria, it also is the start of a new future for jumps racing,” Dr Napthine said.

“This season there will be more races at more venues with more prizemoney adding up to more excitement for racegoers.

“The Baillieu Government has a strong commitment to boosting jumps racing across the state with an investment of $2 million over the next four years in the industry

Disastrous start to Grand Annual jumps carnival

The opening day of the famous Grand Annual Steeplechase carnival at Warrnambool has been marred by the death of a horse in the opening jumps event.

Shine The Armour, ridden by apprentice Michelle Hagley, had to be put down after falling at the second-last hurdle in the 3200 metre Callaghan Motors Maiden Hurdle.

Hagley was unconscious after the fall but regained conscious after a few minutes.

She was put on a spinal board as a precaution but was able to move her legs.

Shine The Armour also brought down fellow runner Pharoah Murphy but the second horse was uninjured.

A third horse, Celtic Emprie, also fell during the race but was OK.

Racing Victoria stewards wouldn't comment after the race and are awaiting autopsy results for Shine The Armour.

The launch of the jumps season early last month was also marred by controversy after gelding Casa Boy broke an elbow and was put down after crashing heavily in the maiden hurdle, also at Warrnambool.

Jumps racing finds itself under intense scrutiny after it was dogged by falls and fatalities two years ago, prompting it to be dumped by Racing Victoria. However, by the first month of 2010, it had been reinstated following an outcry from supporters.

Racing Victoria does backflip



7 weeks after Racing Victoria announced that 2010 would be the last jumps racing season in Victoria, they have bowed to pressure from the jumps racing lobby and announced that if 3 key performance indicators can be achieved in 2010, jumps racing will continue in 2011.

In essence, if the fall and death rate can be reduced to what RVL considers an acceptable level, jumps racing will continue in 2011.

The appalling decision demonstrates that RVL has no regard for horses and is only concerned with public perception. Even Hugh Wirth, President of the RSPCA has vowed to make the banning of jumps racing their highest priority this year. “It’s war, make no mistake about that.’ Said Mr Wirth.
‘This is a disgraceful decision from a spineless and week-kneed board and we will not stop until jumps racing is banned once and for all”.


The Key Performance Indicators are:
1. A reduction in the fall rate from 5% to 3% of starters.
2. A reduction in the on-track death rate by half to 0.65% of starters.
3. Increased racehorse participation: 80% of races must not have less than 8 horses in a single race


While these targets are achievable, they have only been met twice in the last 10 years.


With so much at risk, it is possible that the jockeys will be extremely cautious and trainers reluctant to race suspect horses.

Despite this we believe the falls and deaths will unfortunately continue.

CPR will be attending all trials and jumps races and will be conducting several demonstration throughout the year

Homeowners feel sting in tail of Baillieu budget

FIRST-home buyers will get promised savings worth thousands of dollars from July, as the state budget extends the first-home bonus, delivers on stamp duty cuts, and gives concessions to low-income earners.

The full 50 per cent effect of the stamp stamp duty reductions won’t come into effect until September 2014 and are expected to cost $400 million.


The cuts come on top of a large fall in stamp duty revenue that is expected to punch a $135 million hole in the state’s finances next financial year, but the money will be clawed back by changes to
‘‘rich land duties’’
targeting companies and trusts, Victoria’s budget papers show.

The Baillieu Government’s first budget was firmly targeted at delivering on November election promises to cut stamp duty for first home buyers, pensioners and young farmers.

The First Home Owners Boost - which puts up to $26,000 in home buyers’ pockets depending on their circumstances - will also be extended until June 2012 at a cost of $95 million.

Struggling first home buyers will get a 20 per cent cut in stamp duty from July, with further cuts up to 50 per cent phased in by September 2014. In the first year, this will put $3,274 into the average buyer’s pocket spending $400,000 on a new home.

But the budget papers reveal stamp duty revenue will drop by 3.5 per cent next financial year to $3.7 billion, the result of fewer people buying homes in a sluggish property market.


Property taxes account for more than a third of Victoria’s tax income, contributing nearly $5.6 billion to the state’s coffers last financial year.

Changes to
‘‘land rich duties,’’
requiring trusts with property assets valued at more than $1 million to pay stamp duty, will lighten the property revenue blow, generating up to $154 million in two years’ time, according to budget estimates

Jumps Race Horror

UPDATE 5.10pm:
TWO people have suspected spinal injuries after a horse rampaged through a crowd of spectators at Warrnambool.

The riderless horse Banna Strand jumped a three-metre high fence and plunged into unsuspecting punters during the
Grand Annual Steeple.


Paramedics and police say at least five people were injured, with two suffering from suspected serious spinal injuries. Two other people were released from hospital.

Others suffered cuts and bruises.

A young girl and two elderly people were among those injured.

Banna Strand lost his rider at the Alfred Rd jump in the first half of the race
when he failed to take a jump.

He then continued off the course, running beside the boundary until he leaped a high brush safety fence into the crowd before he kept running.

Officials at the course said the three-metre cyclone wire fence which Banna Strand leaped had been built there just a few years ago to try to avoid an incident exactly like today's.

Witness and Coalition for the Protection of Racehorses volunteer Ria Green said the horse had veered left of the track, before leaping the 3.5m fence and going straight over the crowd, missing her by less than a metre.

There were chaotic scenes as the horse crashed through the crowd, leaving as many of 20 people on the ground, and a four-year-old girl covered in blood.


“There were the elderly and children as young as four … everyone in the crowd was screaming, Ms Greene said.

The state government has announced their decision to provide stamp duty relief to first home buyers effective 1 July 2011 with a saving of 20 per centwhich will grow to 50 per cent by 2014 (refer to timeline below). Note the Brumby Government gave my wife and I NO CONCESSION on stamp duty whatsoever and even wrote us a letter noting that the Grant we were receiving was not the full amount due to the cost of the house we were buying (as first homebuyers I might add).

They instead took over $80,000 all up for doing precisely nothing in the entire transaction.

Good to see Baillieu looking to help first home-buyers who get scammed in the stamp duty rip-off that is Victoria.

And Baillieu would do the SAME, if you were purchasing your house when the cut takes effect in 2014

It will ONLY apply to homes under $600K

Jan 2013 - 30%
Jan 2014 - 40%
Jul 2014 - 50%

2014 is the LAST additional cut.

Where was Brumby's cut?

FIRST-home buyers will get promised savings worth thousands of dollars from July, as the state budget extends the first-home bonus, delivers on stamp duty cuts, and gives concessions to low-income earners.

The full 50 per cent effect of the stamp stamp duty reductions won’t come into effect until September 2014 and are expected to cost $400 million.


The cuts come on top of a large fall in stamp duty revenue that is expected to punch a $135 million hole in the state’s finances next financial year, but the money will be clawed back by changes to
‘‘rich land duties’’
targeting companies and trusts, Victoria’s budget papers show.

The Baillieu Government’s first budget was firmly targeted at delivering on November election promises to cut stamp duty for first home buyers, pensioners and young farmers.

The First Home Owners Boost - which puts up to $26,000 in home buyers’ pockets depending on their circumstances - will also be extended until June 2012 at a cost of $95 million.

Struggling first home buyers will get a 20 per cent cut in stamp duty from July, with further cuts up to 50 per cent phased in by September 2014. In the first year, this will put $3,274 into the average buyer’s pocket spending $400,000 on a new home.

But the budget papers reveal stamp duty revenue will drop by 3.5 per cent next financial year to $3.7 billion, the result of fewer people buying homes in a sluggish property market.


Property taxes account for more than a third of Victoria’s tax income, contributing nearly $5.6 billion to the state’s coffers last financial year.

Changes to
‘‘land rich duties,’’
requiring trusts with property assets valued at more than $1 million to pay stamp duty, will lighten the property revenue blow, generating up to $154 million in two years’ time, according to budget estimates
