No Funding for Elite Counter-terror Unit

A COUNTER-terrorism unit responsible for breaking up some of the most dangerous terrorist cells in Australia has reportedly been disbanded by Victoria Police Chief Commissioner Simon Overland.
The Security Intelligence Group will be replaced by a more general unit, the Public Order Intelligence Group, a report has suggested.

A review commissioned by Victoria Police warned removing any of the SIG's functions would leave
"intelligence gaps"
that could
compromise the fight against terrorism
, it has been claimed.

The Police Association was quoted in Fairfax media saying most of the unit's officers are
so angered
by the closure of the unit they planned to
transfer out of the intelligence area
completely.

Victoria Police reportedly denied suggestions the broader scope of the unit will result in a reduction in resources dedicated to anti-terrorism efforts.

Passengers slam Ballarat to Melbourne train timetable

PASSENGERS on Melbourne-bound train services from Ballarat have spoken out about

the new V/Line timetable

, calling it “retrograde” and “unsatisfactory.”

A week after the new timetable started, train passengers have complained to The Courier that

services are late and overcrowded

, but V/Line has defended the service and blamed extenuating circumstances for recent delays.

At least two services between Southern Cross and Wendouree were delayed by about 30 minutes last week, and Wednesday’s 7.41am service to Melbourne arrived more than 20 minutes late.

V/Line spokesperson Daniel Moloney said the delays had been caused by

cold weather, a sick passenger and a cow

seen near the train tracks.

“We obviously apologise to our passengers for services that arrive late, but these problems are not related to the new timetable,” he said.

“It is frustrating that problems occur, but on a system as big as ours sometimes things happen which cause delays.”

David, a public servant who travels to Melbourne every day, said he was considering a move away from Ballarat because of unreliable train services.

“The problem for me is that the trains just don’t run to timetable and I really love Ballarat but am considering moving back to Melbourne because the unsatisfactory impact on my work and lifestyle is so consistent.”

Anne, who wrote to The Courier, said the problems were increasing since the change in timetable.

“This is so retrograde and outrageous.”

Baillieu - too scared to make decisions

THE Coalition is facing rising criticism of paralysis at the top levels of government as it sits on a key report into the future of myki.
The sanctioning of a further review into Victoria Police last week tops up to 80 reports and reviews already started and threatening to slowly grind down the Coalition's ability to govern.

Some of the completed reports have been sitting on Premier Ted Baillieu's desk for months without any action.

The myki report is believed to have been prepared for Cabinet on at least two occasions in recent months but has not been brought forward.

Senior Liberals fuming at the slow progress are demanding action, with many directly blaming Mr Baillieu's office.

"It is almost impossible to get them to make a decision,"

one Coalition MP said.

Consultant Deloitte's report into the controversial myki smartcard system has been buried in a Cabinet sub-committee for more than three months, despite reports the inaction on

myki is costing taxpayers $200,000 every day.

Myki was originally scheduled to take over from the antiquated Metcard system at Easter.

And on Budget day, Treasurer Kim Wells dropped the strongest possible hint the botched myki ticketing system would be approved.

But the Premier still refuses to talk publicly about the report's findings, despite admitting that whichever way the Government moves "is going to cost" taxpayers.

Opposition spokesman on scrutiny of government Martin Pakula said the Coalition's paralysis meant Victoria ran a real risk of losing its reputation as "the No.1 state in the nation".

"Announcing review after review, then leaving them sitting on a desk because Mr Baillieu is too scared to make a decision is not governing,"

Mr Pakula said.

"Mr Baillieu's failure to make decisions is sending a clear signal that Victoria is closed for business. Every day Mr Baillieu dithers is costing Victorians hundreds of thousands of dollars."

Some of the other outstanding reports that have yet to be returned to the Government include a review into child protection services, smart meters, the Victorian Transport Plan and an audit of the state's speed cameras

Baillieu vetoes injecting room plan

The Victorian Premier, Ted Baillieu, says the State Government will block a council's plans to open a supervised injecting room for drug users in Melbourne.

The Yarra City Council last night voted in favour of an injecting room at Richmond, in a bid to cut the amount of drug use and overdoses around Victoria Street.

But Mr Baillieu has told Fairfax Radio the plan will not get Government support.

"I recognise there's a problem and it's one of the reasons why we want to have more police on the streets," he said.

"It's one of the reasons why we want to have sentencing more in line with community expectations, and we're taking steps in this direction."

He says the Government is always open to discussion but it will not be going ahead on his watch.

"We haven't supported injecting rooms, we won't support injecting rooms, and I don't support the normalisation of any of this sort of behaviour," he said.

Yarra mayor Alison Clarke says she hopes to change the Premier's mind.

"I do hear where they are coming from but I guess our direct experience is that we need something done and this is a possible solution," she said.

"Perhaps they haven't explored it in detail so I'm really urging them to do so."

Councillor Stephen Jolly says the law and order approach to halting the use and trafficking of drugs in the municipality is not working.

"We can't just put our head in the sand and close our eyes to harm minimisation approaches. It's not good enough."

Growing support

The head of the Kings Cross injecting room in Sydney says support for the facility has grown since it opened 10 years ago.

Marianne Jauncey says the majority of residents and traders in Kings Cross see the benefits.

"They don't want to be stepping over bodies, they don't want to be stepping over syringes," she said.
