Under Baillieu government policy, it appears you have some say about the former, but not the latter.


The Coalition last year said that if elected it would return fairness to a lopsided planning system by not approving a wind turbine within two kilometres of a home without a signed contract with the resident.

By contrast, the Environment Protection Authority last week applied state law to grant Melbourne company HRL approval to build a 300 megawatt coal-fuelled plant at Morwell. It would be built within two kilometres of about 250 houses.

Lobby group Environment Victoria said the Coalition was making it easier for new electricity generation to come from coal than wind, at odds with national and state climate goals.


''It obviously sends the wrong signal when we are trying to clean up the energy supply and reduce greenhouse gas emissions,'' campaigns director Mark Wakeham said.

Catherine, who did not want to give her surname, was unhappy about it.

''It seems to me that the coal plants they are building are coming closer and closer to the township of Morwell, and that will mean that residents will have to move further out from the town to get away from them.'' She said her
asthma had worsened
since she moved to the Latrobe Valley, and blamed air pollution from the stacks visible from her backyard.
''If we get a choice of a wind turbine going in instead of another coal plant, that would certainly be the way to go.''

THE collection of more than $200 million a year in speed and red-light fines is to be officially scrutinised amid concerns about the ''integrity and validity'' of the use of traffic cameras.


With growing numbers of complaints from motorists about incorrect and inappropriate fines,
Victoria's Auditor-General has announced plans to examine whether the use of cameras boosts road safety, or merely serves to raise revenue for the state government.


The audit office's work plan for the coming 12 months warns of ''significant community concern about the integrity and validity of the camera program'', including whether speed and red-light camera readings are accurate.

''The audit will assess whether the road safety camera program is current and reflects better practice, tactical deployment of cameras optimises road safety outcomes, integrity is adequately assured, and the extent to which cameras contribute to achieving road safety outcomes,'' the plan says.

The report said the government collected
$211 million worth of fines last financial year
from road safety cameras. Budget papers reveal the government is expected to collect a record
$249 million in road camera fines this financial year
, rising to
$257 million next
.

Yeah because she said that just so many times right?

I recall her saying "there will be no carbon tax" - I can't recall her stating "There will be an emissions trading scheme under a Government I lead"

Wonder why?

Oh yeah, no votes in it.

This is the same woman by the way who didn't deny that in cabinet discussions she said that pensioners don't vote Labor.

The Age revealed yesterday that the announcement had triggered a bitter stoush between Mr Guy and Maribyrnong mayor Sarah Carter, who said Maribyrnong Council had not been consulted on the decision.



A report written by urban designers SJB Urban in June last year and commissioned by the Department of Planning and Community Development said ''the maximum number of storeys, regardless of land use or building configuration'' should be 12 storeys on the site.

It based this recommendation on previous reports into the former industrial area, which settled on the 12-storey limit based on transport, landscape and economic considerations, among others
.





Opposition planning spokesman Brian Tee said yesterday Mr Guy had
ignored the community, council and important advice paid for by the department.


''People have to ask: who does this man listen to?'' he said
.

Mr Guy denied the claim, suggesting yesterday that Ms Carter may be taking the stand to further her political career.

But Mr Guy said last night that the report was commissioned by the previous government and was intended to provide advice only.

He said the large-scale development was necessary to cope with Melbourne's soaring population and would rejuvenate the former industrial area. ''The Planning Minister is the responsible authority for this area and the development fits with the provisions of the vision for the [area],'' he said.

Meanwhile, the government announced yesterday it would dump a proposed road safety experience centre that was set to educate young people on the effects of dangerous driving.

Baillieu Government back-flips on wind farm election pledge

THE future of Victoria's wind farm industry is no clearer after the Baillieu government's first wind farm approval.


Planning Minister Matthew Guy has approved three turbines
for a six-megawatt wind farm at Chepstowe, west of Ballarat, and said the decision was ''consistent with the Victorian government's wind farm policy''
.

Residents who live near the site for the new turbines and the local Pyrenees Shire have expressed confusion and disappointment at the decision.

Jenny Bruty's farm is about three kilometres from where the new turbines will be located and she is very disappointed by the decision. ''It was well over 100 to one; one person wanted them and there were well over 100 against them,'' she said.

Ms Bruty, who has lived on the 1000-hectare farm for more than two decades, is concerned about the health and environmental impacts of the turbines, particularly their impact on the Brolga bird population.


Pyrenees Shire mayor Michael O'Connor said he was disappointed
the Planning Minister had intervened and made the final decision
on the Chepstowe wind farm.

''Given the minister's stance on who should be determining wind farms … I am personally a little disappointed that he
called this in from VCAT
,'' he said
.

It wasn't
"borrowed"


Is the upkeep cost of Victoria's rail network - over the next 50 years "debt" ?

Baillieu has got to realise HE is in Government, NOW
And HE has to budget to run the state
 


He seems to have expected the Brumby Government to have left money in a cheque account to cover the running costs, wages and maintenance of EVERY Labor initiative from the
SYNCRATRON
, to the
WATER SUPPLY NETWORK
to the
ONJ CANCER CENTRE


That's NOT the way it works



His lack of experience is showing
The Coalition have NEVER been in government, in his time as a poitician
