"The summer period is clearly one where there can be higher visitor levels to Daylesford and Hepburn"

"The level of demand for ambulance services can also be increased and it will therefore be appropriate to ensure that at the earliest possible occasion the additional ambulance officers promised by the new government will be put in place"

But there has been no confirmation from Health Minister David Davis on when the commitment will be fulfilled.

"We will deploy these additional paramedics as they become available and based on clinical need"

AN AMBULANCE was sent from Ballan to Daylesford to respond to a fatal cardiac arrest because the local crew were unavailable.

A Daylesford man, 54, died on the Daylesford Football Oval awaiting the ambulance about 9.30am on New Year's Day.

The Daylesford ambulance crew had worked until 10pm on New Year's Eve and, according to the Ambulance Employees Association, were on a fatigue break at the time of the incident.

Ambulance Victoria Grampians regional manager Greg Leach said the ambulance service followed its normal practice of arranging Ballan to respond to Daylesford if required.

The distance between the two rural towns is almost 33 kilometres.

This is the coalitions fault how?

They were in power for about a month at that stage, and the ALP had how many years to fix it.

Hey buzz, all this talk about debt in Victoria got me thinking, how much debt did the ALP take on.

Debt from $3.5 billion from the time it took government in 1999 to $32 billion at the time the Liberal-Nationals Coalition took government.

It's been SIX MONTHS - not one

There was NO allocation for EITHER project in the budget
So this means they will not be "looked at" for another year

This is not a promised football park
This is COSTING LIVES

The LATEST scandal ...




IF THE Baillieu Government wanted to enlist Sir Ken Jones as an ally in a bid to oust Simon Overland as Chief Commissioner then it botched the attempt badly.

It was no secret that in Opposition the Coalition had a problem with the Chief Commissioner, with many MPs believing him to be a political operator too close to Labor.

But during last year's election Nationals leader and police spokesman Peter Ryan pledged to work with him in government.

The promise might have been sincere, but Sir Ken's email - written within days of the meeting - reveals others in the Government appeared to be collecting information against him.

If, as the email appears to suggest, the Premier allowed his closest adviser to go behind the back of the Chief Commissioner - as well as his own Police Minister - it would be an unprecedented interference in the independence of the police.

That is if the Premier's chief of staff, Michael Kapel, was acting on Mr Baillieu's orders when he met Sir Ken.

The possibility cannot be ruled out that Mr Kapel was operating on his own initiative.

The Government needs to clarify what Mr Kapel was doing and why his meeting with Sir Ken was kept secret from Mr Ryan - the man who has responsibility for the police.

Last night, the government denied it had been trying to get rid of Mr Overland behind closed doors.

Sir Ken's email makes it clear he believed he was responding to a Government approach when he contacted Mr Kapel in February.

But if the purpose of the two-hour meeting was to win Sir Ken's trust, Mr Kapel was a strange man to send on the mission. Mr Baillieu's closest adviser is a polarising figure, described by some as having an abrasive manner.

Sir Ken later told his supporters that during their two-hour meeting, Mr Kapel challenged him with the accusation he coveted Mr Overland's job - something Sir Ken has vehemently denied.

Neither man took notes but the Sunday Herald Sun understands Sir Ken told Mr Kapel of concerns he had over things that had been happening inside Victoria Police - including the allegedly doctored crime statistics and impending scandal over alleged killings by people on parole.

But though Sir Ken may not have liked Mr Kapel ("I didn't take to him at all"), they found common ground.

According to Sir Ken's later account of the meeting,
Mr Kapel left him with the impression "clearly they are on to Overland".


What happened next is almost beyond belief
.


According to Sir Ken, Police Association chief Greg Davies told him the next day Mr Ryan was on the warpath.

If Sir Ken's account of events is correct, Mr Kapel appears to have been worried about incurring the wrath of an angry Deputy Premier, Peter Ryan.

When Sir Ken finally spoke to Mr Kapel, he came away with the impression their meeting would be explained away as something he had initiated
.

Sir Ken appears to have been a victim of forces beyond his control, as his email suggests he was approached to meet with the Baillieu government - an approach he did not seek, but came to him.

The answer to the rhetorical question, from my perspective, is that: public safety must remain paramount - and therefore that people who are capable of committing such heinous acts against children ought never be released back into circulation!  No amount nor degree of punishment and/or counselling is every likely to rehabilitate them.

That said, I cannot and will not condone the vengeful murder of any human being by any State authority.

Agreed, "highly unlikely" would be an understatement; at least in my lifetime.

Therefore, what are the options?

  • Cage someone for the rest of their natural life which could be 50, 60 70 years.

  • Eventually let them out and run the risk of them ruining some more peoples lives.


Neither of which appeal to me; on the plus side, I'll never be in the position to have to make such a decision over an offender so for me it will remain rhetorical.

I dont think its an unrealistic expectation to see murderers in unprovoked attacks who have taken a life for no reason, to see the light of day again as a citizen.





The "matter at hand" is not about adequate. inadequate or appropriate sentencing
It is about the extent of public input into a field the public know NOTHING of
Not just the AVERAGE "man in the street" - mind you - but the Herald-Sun readership, for GOD'S sake
