Baillieu's Budget Blowout

A CONFIDENTIAL Black Saturday report warns electricity bills will skyrocket if Ted Baillieu keeps a key pre-election promise.

The report found the cost of the Premier's commitment to replace and bury powerlines could see bills rise by as much as
$740 every year for the next 10 years.


In the report, the government-appointed Powerline Bushfire Safety Taskforce estimates
the cost of fireproofing powerlines would top $20 billion.


Opposition Energy spokeswoman Lily D'Ambrosio said it is clear that the Baillieu Government wanted the explosive report kept secret.

"The Baillieu Government now needs to explain why it kept that interim report and the costings from Victorians."
The Government is expected to respond further to today's report later this afternoon."

The 125-page interim report, handed to the Government last December, finds
electricity bills could rise by 50 per cent within a year and double
within two years to pay for it. It exposes a huge dilemma confronting Mr Baillieu: break a core promise or hand more financial pain to one million Victorians.

Mr Baillieu has backed all 67 Black Saturday royal commission recommendations including No.27, which calls for the replacement of thousands of kilometres of powerlines.

Victorians already suffering high cost-of-living expenses would see their average household electricity bill jump from $1260 to as much as $2000 in a single year under the proposed changes.

The minimum many household
electricity bills would rise is more than 20 per cent, or $253 a year
, according to the report, which forecasts
incremental cost increases over 11 years.


The former Brumby government, which commissioned the Review of Bushfire Start Minimisation report before it lost office, rejected that recommendation as an unfair impost on Victorians

In a letter to the state opposition, department FOI officer Jennie Somodio revealed Victoria Police had provided 30 emails, reports, letters and briefings to the department.

But in an unusual twist, the government is refusing to release the documents.


''Release may cause
confusion, mischief and false expectations
and this is not in the public interest in that it would undermine the project,'' it says in the letter, obtained by The Age.

It also warns that the documents contain sensitive
''detailed costings''
that could disadvantage the government in negotiations over the deployment of the officers.

Note - Also John Brumby stated he wouldn't leave parliament if he lost the election.

What is it with Labor people and promises in election campaigns eh??

He wasn't a "shoo in" at the time of the fixed election

But he WOULD have been, a year earlier, with an increased majority
As he would TODAY - after Victoria's Liberal/National experiment gone

THE Victorian Coalition has slipped further behind John Brumby's Labor government with just over a year until the next state election in a poll likely to result in fresh leadership murmurings.

But the protracted slump in the Ted Baillieu-led Coalition's numbers in the latest Newspoll, conducted exclusively for The Australian, has been counterbalanced by a personal revival in popularity for the Liberal leader.

Mr Baillieu's satisfaction rating has shot up by seven percentage points to 42 per cent. It now outstrips the proportion of people dissatisfied with him for the first time this year.

But the grim reality for the Coalition is that
the decade-old Brumby government - which has endured a rough two months since the last Newspoll - leads strongly by 57 to 43 after preferences are distributed

myki was the CLOSEST thing to a "disaster" ( ... though it weighed up by this "work experience" government as having more pros than cons)

The water plan ensures Victorians will NEVER suffer from drought, again

The Victorian Police Force is no more or less "corrupt" than it ever has been - or compared to any other state force
Though they ARE taking industrial action over Baillieu reneging on the election promised pay rise - along with school teachers - for the same reason

Opposition puts out the call to whistleblowers

The State Opposition has set up a post office box to encourage whistle-blowers in the public service to come forward.


It comes after several freedom of information requests made by the Opposition, on issues including the cost of armed police at railway stations, were rejected.


The Opposition's scrutiny of government spokesman, Martin Pakula, says the Government is being secretive and public servants who want to share information can do so anonymously.

"The Opposition has opened up a post office box,

Hang On,  Didn't the Liberals in opposition SUPPORT the desal plant?  Wasn't it quoted on the Victorian Party Website that they SUPPORTED a de-sal plant?

I seem to recall a link to LiberalHQ in Vic showing the Opposition SUPPORTING the desal plant being placed in a thread on here some time ago.    The thread quickly passed into oblivion when it was proven that the liberals actually SUPPORT the deal plant

I support building school buildings, but not at the outrageous prices they are going up for.

Notice the difference between supporting something in principle.

THE Coalition is facing rising criticism of paralysis at the top levels of government as it sits on a key report into the future of myki.

myki is costing taxpayers $200,000 every day.


Myki was originally scheduled to take over from the antiquated Metcard system at Easter.

And on Budget day, Treasurer Kim Wells dropped the strongest possible hint the botched myki ticketing system would be approved.

But the Premier still refuses to talk publicly about the report's findings, despite admitting that whichever way the Government moves "is going to cost" taxpayers.

Opposition spokesman on scrutiny of government Martin Pakula said the Coalition's paralysis meant Victoria ran a real risk of losing its reputation as "the No.1 state in the nation".

"Announcing review after review, then leaving them sitting on a desk because Mr Baillieu is too scared to make a decision is not governing,"
Mr Pakula said.

"Mr Baillieu's failure to make decisions is sending a clear signal that Victoria is closed for business. Every day Mr Baillieu dithers is costing Victorians hundreds of thousands of dollars."

Some of the other outstanding reports that have yet to be returned to the Government include a review into child protection services, smart meters, the Victorian Transport Plan and an audit of the state's speed cameras

Passive Victoria set to miss out on infrastructure billions

VICTORIA is at risk of losing billions of dollars of federal infrastructure funding because
the Baillieu government has failed to deliver a single major project proposal
to Australia's independent infrastructure umpire.


In a report to state and federal governments, Infrastructure Australia also issues a blunt warning that it is ''very unlikely'' to support state government proposals for new freeways unless they are tolled.

The publicly funded but independent think tank, which makes recommendations to the federal government about funding of major projects, has received 59 submissions so far this year, with
proposals from every state and territory except Victoria.
The report says the Baillieu government told Infrastructure Australia soon after the state election last November that it would assess the former Brumby government's infrastructure plans and then submit proposals.

But six months later,
not a single major project proposal has been delivered
, compared with nine from the New South Wales government, 13 from the Queensland government and seven from Western Australia
.

which has traditionally been one of the wealthiest in the country



THE Victorian branch of the Liberal Party has missed out on hundreds of thousands of dollars because Premier Ted Baillieu has failed to deliver a long-awaited code of conduct for ministerial fund-raising.

According to a senior Liberal source who is closely involved, the party is now
''$2 million in the soup''
because of the ''glacial approach'' adopted by Mr Baillieu and his senior staff.


The Age has been told that state ministers have raised virtually no money since the Coalition was elected in November, with the burden falling entirely on increasingly frustrated federal Liberal MPs from Victoria.

''It has caused a massive furore in the (Victorian) branch,'' the Liberal said. ''Our fund-raising has become a bit of a joke because the ministerial code of conduct has failed to appear.


Running the operation in the non-campaign period costs close to $3 million a year. State ministers have not raised not a cent between November and July.''

In February Mr Baillieu cancelled a $1500-a-head Liberal fund-raiser featuring Planning Minister Matthew Guy and Transport Minister Terry Mulder to dodge the same ''cash-for-access'' accusations he levelled at the former Brumby government.

At the time, Mr Baillieu said a
code of conduct
promised in opposition covering ministers and staff, fund-raising and gifts and hospitality would be promptly released to provide greater clarity for MPs about the sort of activities that were appropriate.
But after more than seven months in office, the code has not been delivered, adding to a growing sense of disquiet within the party.

Building workers back 'fantastic' pay deal

WHISTLING, clapping and loud cheering rang out through Festival Hall, not for a title fight or concert, but rather as 4000 building workers enthusiastically backed a pay deal that has alarmed the Baillieu government.

Workers told the meeting it was because they were ''a strong, militant union'' that they won the ''fantastic'' wage rises. Their basic wage will rise by 5 per cent a year and all overtime will be paid at double time - a total rise estimated by employers to be worth 27 per cent over four years.

Premier Ted Baillieu has expressed ''significant concern'' about rising labour costs in the construction industry - in particular the pay at the Wonthaggi desalination project.

The government is now working on a building code, modelled on one introduced by the Howard government, that would require bidders for state projects to respect freedom of association and stamp out ''unlawful or undesirable'' workplace practices.

Kevin O'Connor, a builders' labourer since he was 17, told the meeting he had never seen anything like the ''fantastic'' deal and said it built on BLF victories from the 1970s. To the loudest cheers of the day he said it was ''your responsibility to say [on sites] 'where's your f---ing ticket?' ''.

CFMEU state secretary Bill Oliver told The Age later that the pay deal was reasonable and reflected the rising cost of living for families and the Victorian building industry was the most productive in Australia.

Mr Oliver attacked the Baillieu government, saying the criticism of wages in construction was ''an excuse'' for not getting major projects moving.


He said the wages were deserved as many of the union's members started at 5.30 or 6 in the morning doing concrete pours in cold winds and rain while deaths in the industry were still too common. ''It's a hard industry.''



But the deal has important economic ramifications and the employer group that helped negotiate it, the Master Builders Association of Victoria, has previously blamed it on the federal workplace laws and a less effective building industry watchdog
.
