THE Premier must have been getting sore trying to sit on the fence over climate change, because he has now jumped headlong into the anti-carbon tax camp.

In advance of today's Council of Australian Governments meeting in Canberra, Ted Baillieu produced ''new economic modelling'' showing the federal carbon tax would cost more than 24,000 jobs and wipe $2.8 billion from the state economy in 2015.

The problem is, the modelling failed to take into account the offsetting impact of the billions of dollars in compensation on offer for consumers and business. Hardly a ''comprehensive'' approach.


As revealed in The Age last month, Victoria's brown-coal power producers are likely to get 97 per cent of the cash payments and free permits out of a total $5.4 billion national compensation pool announced to ensure no generator is forced to close so rapidly that it risks electricity supply.


At the same time, most households will receive at least enough cash to offset the expected 0.7 per cent increase in the cost of living.

Details of the federal package were announced weeks ago, giving the state government plenty of time to commission a study more accurately reflecting reality if it had wanted to genuinely inform public debate.


All the while, Mr Baillieu is continuing to maintain that he favours a carbon price as the most effective way of reducing emissions and continues to aspire to slash Victoria's greenhouse gas emissions by 20 per cent by 2020.

Go figure ?

Ted Baillieu ticked off for sloppy record keeping  

August 16

PREMIER Ted Baillieu has been rebuked by the public sector watchdog for the first time in his Government's eight-month history for its sloppy record keeping.
Ombudsman George Brouwer sent investigators to search Mr Baillieu's office following an official complaint from the Opposition.

The probe comes despite a promise by Mr Baillieu to strengthen Freedom of Information.

Labor MP Martin Pakula had complained about the way Mr Baillieu's office had handled FoI requests.

Mr Brouwer has written to Mr Pakula, supporting his complaint.

"My officers conducted a site visit, reviewed relevant files, documents and computer systems and interviewed staff," Mr Brouwer said.

Documents in Mr Baillieu's office were kept in such a way that made searches difficult, he said.


"Such inadequate records management and search systems rendered the office of the Premier incapable of efficiently and effectively fulfilling its obligations.

"I have brought these concerns to the attention of the Premier."

Mr Pakula was seeking copies of all correspondence between the Premier's office and Liberal identities including Jeff Kennett, John Howard and Tony Abbott.

Mr Pakula said Mr Brouwer's recommendations must be immediately implemented.

"It's disgraceful, and I hope the Premier's Office didn't deliberately set up this system to avoid scrutiny," Mr Pakula said.

Opposition planning spokesman Brian Tee yesterday said he would call on the watchdog to investigate the government's planning process after revelations in The Age that one of the first proposed rezonings would deliver a windfall to several people with close links to the Victorian Liberal Party.

A very dissapointing Liberal state government.  after blowing in with a hat full of promises, not one rabbit has come out of the hat, nothing has or is being done - except the ongoing projects implemented by the previous Labor Government.   

Just like the WA Liberal Government, this one is full of empty rhetoric and broken promises.   Time for a fresh election in both states

The Victorian government has dismissed claims that its planning decisions are influenced by political donors after the opposition called for green wedge area developments to be investigated by the Ombudsman.

Opposition planning spokesman Brian Tee said on Friday he would refer the coalition's green wedges policy to the Ombudsman after concerns that a farmer had allegedly been given
"a nod and a wink"
before a rezoning process involving his property began.

Fairfax Media has reported that a farmer, a developer and a former MP - all of whom have made significant donations to the Liberal Party - are to share in $500 million stemming from rezoned land on Melbourne's outskirts.


Farmer and land owner Peter Carpenter told The Age newspaper he was a donor to local Liberal candidates and had been given "clear support" by candidates that his farm in Cranbourne South would be rezoned.

Ted Baillieu cracks down on clean energy expansion

A new gust of contention has swept over the border fuelling the on-going wind debate, after new legislation was passed in Victoria yesterday limiting the construction of wind farms in proximity to existing dwellings and regional centres.
Print page  Email this  Permalink  ShareThe Victorian State Government has outlined no-go zones for the establishment of wind farms in various locations around the State, including the Great Ocean Road and Wilsons Promontory, but South Australia has so far declined to jump on board.

SA Greens' MP Mark Parnell said it is not the right way to go.

"We need a smarter planning approach and we need to continue to work with wind companies to make sure they listen to local communities," he said.

Under new legislation in Victoria, the policy stops the construction of wind turbines within two-kilometres of houses, without the consent of the owner of the home as well as blocking developments within five-kilometres of major regional centres.

The South East has recently been going through its own paces since the development of a 46-turbine wind farm in Allendale East was upheld by the courts based on visual amenity.

Developers Acciona Energy have fronted up to address the Allendale East community this week in a series of meetings as they await their Supreme Court challenge in which they are appealing the decision.

Australia's first community owned wind farm known as Hepburn Wind was established in Daylesford, Victoria this year in which the two turbines generate the equivalent amount of electricity used by the population of 2500.

Hepburn Wind Deputy Chair Kate Redwood said while the new legislation would not affect them, the publicity highlighting health concerns had prompted the occasional complaint.

"We have a very robust complaints system and so far we've had five complaints. Two about interrupted television reception, three around noise," she said.

The Daylesford community decided collectively to go down the alternative energy route about two years ago with the project initiated by a series of discussions outlining the benefits it would deliver to the community.



The Waubra foundation has been instrumental in Australia trying to uncover health problems relating to wind turbines, however so far its findings are considered to be unfounded.

It is now EASIER, in Victoria, to get a permit for a coal fired plant - than it is for a wind farm

According to the Baillieu Government, a wind farm has a greater environmental impact - and delivers a greater contribution to human ill-health and mortality rates

State Labor's primary vote has dived from 36.2 per cent to 28 per cent since the state election last November, according to the Newspoll published in The Australian on Wednesday.

By contrast, the coalition's primary vote has climbed from 44.8 per cent to 48 per cent in the same period, delivering it a mammoth lead over Labor.

The figures are the worst Newspoll result for Victorian Labor since 1992, when the party was savaged at the polls by the coalition then led by Mr Kennett.

The poll shows the Baillieu government has a 57 to 43 per cent two-party preferred lead, which would equate to Labor losing 20 seats if an election were held now.


In the better premier stakes, Ted Baillieu out-polled Mr Andrews 57 per cent to 16 per cent.
