Solar power subsidy slashed

The Victorian government will cut the subsidy paid to households for electricity fed into the grid from rooftop solar panels by more than half.

Energy Minister Michael O'Brien said the premium rate of 60 cents per kilowatt hour would be reduced to 25 cents.

The new rate will apply for people with panels who have not submitted the required paperwork and reached a contract agreement with an electricity retailer by September 30.

Households already receiving the 60-cent rate will not be affected.

Solar cuts are 'foolish': Roberston

Queensland Energy Minister Stephen Robertson has accused other state governments of being “foolish and shortsighted” for cutting payments to promote solar energy.

Mr Robertson told the Ecogen renewable energy conference in Brisbane yesterday that recent decisions in Victoria and New South Wales to cut back payments for homeowners with solar power would damage the industry.

Last week, Victoria’s energy minister Michael O’Brien announced the government would cut its feed-in tariff payments, for electricity fed back to the grid, from 60 cents per kilowatt hour to 25c.

Mr Robertson said Queensland’s tariff, which pays 45c per kWh, had helped thousands to access clean power.

“In my view, any government that doesn’t see exactly the choices that their constituents in fact want to make in accessing cleaner power is indeed somewhat foolish and shortsighted,” he said.

“[Queensland will avoid] going down the path of other states in collapsing their schemes and causing such dislocation amongst a somewhat new and still vulnerable part of the economy.”

More hypocrisy.


Not a word of complaint when Kevin Rudd's Federal Government cut the subsidies to people for cleaner energy generated at home.

Just another list to add onto your status as a Hypocrite - alongside criticising me for minimising tax - then doing the same thing - and criticising me for not caring on issues that don't affect me - and then doing the same thing.

Well ...
We got the contract signed with ORIGIN, yesterday, at SIXTY CENTS per KW ( ... it drops to TWENTY FIVE cents per KW, at the end of the month, making domestic solar no longer financially viable)

Our turbines are up and running, pumping into the grid ( ... they will eventually feed DIRECTLY to homes in Daylesford and surrounds)


We couldn't do EITHER, under "Teddy Town"

New Coal Fired Power Station For Victoria

In a time when the world needs to reduce carbon emissions and renewable energy should be at the forefront of that challenge, the Victorian Environment Protection Agency (EPA) has given the nod for a new coal fired power station to be constructed in Morwell, Victoria.
 
Victoria already has skyrocketing greenhouse gas emissions thanks to its extensive use of the filthiest of fossil fuels, brown coal, for electricity generation. The state is also home to what is considered the world's most emissions intensive coal fired plant - Hazelwood.  

According to activist group Switch Off Coal, the decision is a way for Victoria to keep justifying the use of brown coal

Yeah, goodness me Buzz, he must be being kept awake at night how unpopular he is eh?

PS - Isn't it nice that we now have Liberal leadership back in our beautiful state?

Contractors at state's IT agency bringing home a Premier salary

IF VICTORIA's public servants are feeling a little unloved and poorly paid, perhaps they should retrain as contractors and move to the government's IT agency CenITex.

A leaked memo on the agency's wages has revealed its top 10 contractors earn more each day than Premier Ted Baillieu. Most earned more than the agency's chief executive, who took home the tidy sum of $355,491.

The memo, obtained by Fairfax, shows
the 10 contractors, some acting as CenITex senior staff, earn salaries ranging from $353,228 for security consulting, to $419,614 for project managing
. Mr Baillieu's pay packet is between $330,000 and $340,000


The document also revealed CenITex, which centralises information technology services across the Victorian public sector, relies heavily on contractors, employing 269 - more than a third of the 769 staff.

Fairfax revealed yesterday that Victoria Police has been asked to investigate a CenITex tender process after
an audit revealed two staff awarded themselves a contract, garnering work worth $1.5 million.
Six contractors and staff were sacked last month, and the Baillieu government has ordered an organisation-wide review.

The memo, dated June 2011, revealed
CenITex had 190 contractors earning more than $150,000 annually
, but only 11 permanent employees earning a similar wage.
Eighty-five contractors were in the $200,000 to $250,000 wage bracket
, compared with only two permanent staff.


One CenITex source yesterday defended the high pay rates: ''That's the contracting market. It's particularly rampant in the IT industry where there is a shortage of skills, so the market has to pay the going rate.''

But a former CenITex staffer said there were too many contractors earning too much money: ''It's outrageous, they've got their snouts in the trough.''

Fairfax believes the public sector union has been concerned about the agency's reliance on external consultants and the replacement of public servants with highly paid contractors. ''Full-time employees are replaced by contractors - that's been happening regularly,'' said one union source, who declined to be named. ''And it's usually at a much higher rate.''

Two of the top 10 contractors in the memo have online profiles showing they are acting as senior executives in CenITex and earn as much, or more than, the then acting chief executive Jim Monaghan.

An IT employment expert, who did not want to be named, told Fairfax it was difficult to know whether the contract payments at CenITex were justified without knowing how many hours were worked. ''If they are only doing 40 hours per week, then the CenITex salaries seem very high,'' the expert said.

Shadow finance spokesman Robin Scott said the figures highlighted the hypocrisy of the Baillieu government, which had promised to cut contractors and consultants.

''When in opposition, they railed against excessive use of contractors and high levels of remuneration in CenITex and, frankly, the document speaks for itself,'' Mr Scott said
.

I am certainly very glad that my home state is being run well by Big Ted.

It seems, according to all the latest opinion polls, the vast majority of my fellow Victorians feel the same.

There doesn't seem to be much confidence in Mr Andrews to do a job.

Or shall we call him "Mr Who?"   Grin

No escape from 32 new cameras

MELBOURNE is set to get 32 new speed and red light cameras that will see tens of thousands more motorists booked and
earn the State Government an extra $30 million a year.


Police Minister Peter Ryan said yesterday the cameras should be catching drivers before the end of the month at some of the city's busiest intersections, including along Hoddle St, East Melbourne and Warrigal Rd, Chadstone.

New season, new future for jumps racing

Minister for Racing Denis Napthine today welcomed the start of a new season for jumps racing in Victoria.

Dr Napthine said the 2011 jumps racing season started today, with connections racing for a total of $2.64 million in prize money over 70 races between now and September.

Today’s races at Warrnambool mark the start of the season and the start of the countdown to the Grand Annual May Racing Carnival in Warrnambool, a world famous, time honoured event and a major event for communities in Victoria’s south west.

“This isn’t just the start of a new season for jumps racing in Victoria, it also is the start of a new future for jumps racing,” Dr Napthine said.

“This season there will be more races at more venues with more prizemoney adding up to more excitement for racegoers.

“The Baillieu Government has a strong commitment to boosting jumps racing across the state with an investment of $2 million over the next four years in the industry

Disastrous start to Grand Annual jumps carnival

The opening day of the famous Grand Annual Steeplechase carnival at Warrnambool has been marred by the death of a horse in the opening jumps event.

Shine The Armour, ridden by apprentice Michelle Hagley, had to be put down after falling at the second-last hurdle in the 3200 metre Callaghan Motors Maiden Hurdle.

Hagley was unconscious after the fall but regained conscious after a few minutes.

She was put on a spinal board as a precaution but was able to move her legs.

Shine The Armour also brought down fellow runner Pharoah Murphy but the second horse was uninjured.

A third horse, Celtic Emprie, also fell during the race but was OK.

Racing Victoria stewards wouldn't comment after the race and are awaiting autopsy results for Shine The Armour.

The launch of the jumps season early last month was also marred by controversy after gelding Casa Boy broke an elbow and was put down after crashing heavily in the maiden hurdle, also at Warrnambool.

Jumps racing finds itself under intense scrutiny after it was dogged by falls and fatalities two years ago, prompting it to be dumped by Racing Victoria. However, by the first month of 2010, it had been reinstated following an outcry from supporters.

Racing Victoria does backflip



7 weeks after Racing Victoria announced that 2010 would be the last jumps racing season in Victoria, they have bowed to pressure from the jumps racing lobby and announced that if 3 key performance indicators can be achieved in 2010, jumps racing will continue in 2011.

In essence, if the fall and death rate can be reduced to what RVL considers an acceptable level, jumps racing will continue in 2011.

The appalling decision demonstrates that RVL has no regard for horses and is only concerned with public perception. Even Hugh Wirth, President of the RSPCA has vowed to make the banning of jumps racing their highest priority this year. “It’s war, make no mistake about that.’ Said Mr Wirth.
‘This is a disgraceful decision from a spineless and week-kneed board and we will not stop until jumps racing is banned once and for all”.


The Key Performance Indicators are:
1. A reduction in the fall rate from 5% to 3% of starters.
2. A reduction in the on-track death rate by half to 0.65% of starters.
3. Increased racehorse participation: 80% of races must not have less than 8 horses in a single race


While these targets are achievable, they have only been met twice in the last 10 years.


With so much at risk, it is possible that the jockeys will be extremely cautious and trainers reluctant to race suspect horses.

Despite this we believe the falls and deaths will unfortunately continue.

CPR will be attending all trials and jumps races and will be conducting several demonstration throughout the year

Babe star joins jumps-racing fight

Hollywood actor James Cromwell has joined the push to ban jumps racing in Victoria.

Cromwell, star of Babe, The Green Mile and Six Feet Under, is urging the state's Racing Minister, Denis Napthine, to put an end to the sport, which is showcased through the iconic three-day Warrnambool May Racing Carnival.

In a letter to Dr Napthine yesterday, Cromwell asks for an immediate ban of jumps racing, following the deaths of 11 jumpers across Victoria and South Australia this year,
the Warrnambool Standard reports

Three of the six deaths in Victoria were at Warrnambool, with the most high-profile incident also resulting in a horse in the Grand Annual Steeplechase leaping a perimeter fence and landing among spectators
.

Dr Napthine, the South West Coast MP, said the 2011 jumps program, which has just three meetings to go, including one at Warrnambool on Monday, had been a “real positive season”.


“In jumps racing — in which
horses are forced to jump over metre-high hurdles at high speeds — injuries to jockeys and fatalities to horses are expected and anticipated
,” Cromwell writes.

“Victoria and South Australia are the only states in which cruel jumps races are still legal. Please act in the best interests of the Australian public and racehorses and ban jumps races immediately.”

The reader poll revealed the most popular slogan was "Victoria - The Sports Capital", with 24 per cent support. Other options were "More than just Melbourne" (14.4 per cent) and "State of the Nation" (13.5 per cent).

Andrews cops bad Vic poll result on chin



Victorian Opposition Leader Daniel Andrews has rejected suggestions federal Labor's woes are behind the party's worst result in the state since Jeff Kennett swept to power.

State Labor's primary vote has dived from 36.2 per cent to 28 per cent since the state election last November, according to the Newspoll published in The Australian on Wednesday.

By contrast, the coalition's primary vote has climbed from 44.8 per cent to 48 per cent in the same period, delivering it a mammoth lead over Labor.

The figures are the worst Newspoll result for Victorian Labor since 1992, when the party was savaged at the polls by the coalition then led by Mr Kennett.

The poll shows the Baillieu government has a 57 to 43 per cent two-party preferred lead, which would equate to Labor losing 20 seats if an election were held now.

In the better premier stakes, Ted Baillieu out-polled Mr Andrews 57 per cent to 16 per cent.
Mr Andrews said he was unfussed by his low personal approval rating.

He rejected suggestions the poor showing was partly due to anti-federal Labor sentiment in Prime Minister Julia Gillard's home state.

"I am not the sort of person who seeks to blame others ... as some other Labor leaders in other states have done," Mr Andrews told reporters in Melbourne.

"I accept that my responsibility as the leader of the Victorian Labor Party and the challenges I face are my challenges, they are our challenges.

"Julia Gillard is an exceptional leader, Julia Gillard is pursuing very difficult issues at the moment ... and I support her in her work."
