In a time when the world needs to reduce carbon emissions and renewable energy should be at the forefront of that challenge, the Victorian Environment Protection Agency (EPA) has given the nod for a new coal fired power station to be constructed in Morwell, Victoria.

Victoria already has skyrocketing greenhouse gas emissions thanks to its extensive use of the filthiest of fossil fuels, brown coal, for electricity generation. The state is also home to what is considered the world's most emissions intensive coal fired plant - Hazelwood.

According to activist group Switch Off Coal, the decision is a way for Victoria to keep justifying the use of brown coal

Communities to fight turbine ban

COMMUNITIES hit by the Victorian Government's recent crackdown on wind farms plan to fight the ban.

At least two communities at Woodend and Castlemaine have had their plans for community-owned wind farms scuppered by the decision to ban wind turbines in the Macedon Ranges, Yarra Valley and the McHarg Ranges because they could spoil the views in important tourist destinations.

Planning minister Matthew Guy revealed the bans as part of major new restrictions on where wind farms can be built.

But the groups behind up to five planned community wind farms say their proposals should be allowed because they are small-scale and have widespread community support.

The Woodend Integrated Sustainable Energy group said their plans for three 2MW turbines were well-advanced with a site already chosen in a pine forest about 7km from the town.

The turbines would largely be hidden from view, were 1.2km from the nearest property and close to the electricity grid, according to WISE spokesman Barry Mann.

They would generate enough power to supply all of Woodend, Macedon and Mt Macedon.

"We intend to secure a local supply of clean energy for the future and reduce our greenhouse emissions

, said Mr Mann.

"Communities have a responsibility and a right to take action to reduce their carbon footprint and mitigate climate change," he said.

The Mount Alexander Sustainability Group also has plans for two to three turbines near Castlemaine generating enough power for 4000 houses and was already in talks with a local landholder at the site.

It's a perilous time for renewable energy in Australia. In NSW and Victoria, state premiers Barry O'Farrell and Ted Baillieu are taking the axe to solar feed in tariffs and declaring war on the wind industry.

In NSW, Premier O'Farrell slashed the solar feed in tariff without warning and despite promises has failed to replace it with anything that will keep the solar industry alive. Nearly 4000 jobs could be lost by the end of the year. Two weeks ago he said if he had his way there would not be another wind turbine constructed in NSW.

In Victoria, with Premier Baillieu new laws, a single resident can stop a wind farm within 2km of their house but a primary school in Anglesea can't stop a coal mine being extended to within 800m of the school. Ted wants wind energy out of Victoria! And cutting the solar feed in tariff to less than what you'd pay for coal-fired power just doesn't make sense.
The papers have been full of letters of outrage at this anti-renewable energy campaign but we need to make sure that they hear our message loud and clear.

THE Baillieu government's credibility on climate change has been undermined after economic modelling that it commissioned contradicted its own claims that Victoria would be the state hardest hit by a price on carbon.

The embarrassment was compounded yesterday when Treasurer Kim Wells gave a gaffe-filled media conference, in which he erroneously denied that the state had a legislated goal of cutting greenhouse emissions by 20 per cent this decade.

And despite describing the target as ''aspirational'', Mr Wells would not say that the government aspired to meet it.

A report by Deloitte Access Economics - commissioned and paid for by the Baillieu government - found Victoria's gross state product would be lower with a carbon price than without one. But it said Victoria would be less affected by 2030 than Western Australia, Queensland, New South Wales and the nation as a whole.

Despite the consultants' finding, Mr Wells continued to insist that Victoria would eventually suffer more than the mining states of WA and Queensland.

He said a carbon price would devastate Victorian families and businesses. ''We maintain that over the longer period it will hit Victoria the hardest,'' he said.

The Deloitte modelling found about 35,000 fewer jobs would be created in Victoria by 2015 under a carbon price than if it was not introduced, and that investment would be $6.3 billion - or 6.6 per cent - lower.

But the modelling did not factor in all federal compensation, including $5.5 billion for the owners of coal power plants and $500 million for the steel industry. Nor did it consider the proposed $10 billion Clean Energy Finance Corporation.

A separate analysis by ACIL Tasman found 97 per cent of the coal power compensation would go to Victorian plants

In a gruelling media conference, Mr Wells said the Victorian 20 per cent greenhouse target was ''aspirational'' and ''not in legislation''
. In fact it was included in

the Climate Change Act, introduced last year by the Labor government without opposition from the Coalition.

Shadow treasurer Tim Holding said Mr Wells's media conference had been
''disastrous''
, and that he had failed to answer even basic questions.
''Mr Wells gave every impression he hadn't even read his own report,''
he said.
''In these challenging economic times, Victoria needs a strong, safe pair of hands, and these certainly don't belong to Kim Wells,''
Mr Holding said.

Environment Victoria campaigns director Mark Wakeham said: ''Either the state government doesn't understand the detail of the carbon price package, or the Coalition is willing to deliberately confuse Victorians by releasing this misleading report"

Baillieu accepts Deloitte carbon report

Victorian Premier Ted Baillieu says he accepts the findings of a report commissioned by his government, that Victoria won't be the worst hit by a carbon tax.

For months Mr Baillieu argued the tax would have the heaviest economic impact in Victoria, and his Treasurer Kim Wells repeated the claim after the Deloitte Access Economics report was released on Tuesday.

Mr Baillieu said on Wednesday he accepted the Deloitte report's findings and explained the government's repeated claim Victoria would be hardest hit was based on modelling from the commonwealth Treasury.

Mr Wells made a glaring gaffe during his media conference on Tuesday, claiming Victoria's target of a 20 per cent reduction in greenhouse gas emissions by 2020 was not enshrined in law.

Victorian Premier Ted Baillieu has again attacked the Federal Government over the projected impact of the carbon tax on public hospitals.

Figures released by the Government claim the state's public hospitals will pay more than $13 million a year extra for electricity under the tax.

Mr Bailleu says the figures, which were not compiled by treasury, show the tax will place big burden on the health system.

He says the modelling is conservative because it does not include any growth in energy consumption at all.

"There's some 500,000 megawatt hours across the board through to 2020 and we have kept that consistent and that's likely to grow," he said.

"So arguably the impact is likely to be more.

"This package is not good for Victoria, it's not good for Australia and Julia Gillard needs to recognise that."

Victorian Premier Ted Baillieu has been accused of

"sloth"

over the government's failure to strike a pay deal with thousands of public servants

Fair Work Australia has granted the union representing 36,000 public servants permission to ballot members on a long list of proposed industrial bans, including preparing information for ministers, checking emails after noon and answering phones before 9am and after 4.30pm.

The Community and Public Sector Union (CPSU) is also suggesting a ban on forensic Victoria Police officers giving evidence via video link in court cases, ministerial drivers refusing to pick up passengers before 8am and child protection workers with more than one year experience not accepting more than 12 cases.

Voting in the ballot, to be conducted by the Australian Electoral Commission, closes on October 28, which means there could be rolling stoppages though November.

The CPSU initial claim included a six per cent annual pay increase for members and a 35-hour week, but secretary Karen Batt says the union has moved on from that starting point.

She says government negotiators will not put value on the various measures they want implemented to improve productivity.

Opposition industrial relations spokesman Tim Pallas said the government was not genuinely engaging in a process of negotiation.

"To the extent that they're looking for any so-called productivity savings, what they are effectively doing is asking workers to pay for a pay increase by job losses," he told reporters.

"Ted Baillieu has a problem but it's all of his own making.

"It's got nothing to do with the carbon tax, it's got a lot to do with sloth and inability to deal with the business of government"

VICTORIA'S Treasury warned the Baillieu government to avoid ''state-based'' climate change policies because a national carbon price was the best way to cut emissions.

Treasury's ''blue book'' brief to the incoming government also urged it to wind back any measures promoting particular renewable technologies, saying ''picking winners'' in climate change policy was ''costly and distortionary''.

The brief, obtained by The Age, says the state government should review climate policies to prepare Victoria for the eventual introduction of a national carbon price.

''A national price on carbon is the most efficient and effective way to reduce greenhouse gas emissions,'' it says. ''State-based climate change mitigation policies should be avoided.''

Premier Ted Baillieu has backed the concept of a price on carbon. But in recent weeks the government has stepped up its attack on the Gillard government's carbon tax, claiming the plan provides Victoria with insufficient compensation and will penalise the state because of its brown-coal dependence.

Spring Street has also backed away from a legislated target to cut state greenhouse emissions by 20 per cent by 2020, despite signing up to it in opposition. It is preparing to back away from state renewable energy targets.

Energy and Resources Minister Michael O'Brien labelled the targets of the former Labor government an ''expensive gimmick'' after an audit report found the proportion of the state's power generated using clean energy sources had barely increased despite investment of hundreds of millions of dollars.

The briefing reveals that Treasury seemed to agree: ''The promotion of particular renewable technologies, being both costly and distortionary, should also be avoided and existing measures wound back.''

Meanwhile, federal government climate adviser Ross Garnaut has warned that other countries will be ''significantly discouraged'' if Australia does nothing to mitigate the effects of climate change.

''We are famous as the developed country with the highest per capita emissions,'' Professor Garnaut told a business seminar in Sydney. ''If we chose to do nothing, that will be significantly discouraging for other countries.''

Mr Guy drove to Phillip Island to meet with Bass Coast mayor Veronica Dowman this morning and agreed to call off plans to extend the town's boundary, The Herald Sun reported.

Instead, the Coalition has agreed to work with the council and local community to identify other suitable land on Phillip Island which can be used for housing developments.

The Hannah Montana star threw her celebrity clout behind the community campaign to preserve land near the township of Ventnor, where she is a frequent visitor to the family home of her beau, Liam Hemsworth.

After Planning Minister Matthew Guy overturned a council decision and extended the township boundaries to allow up to 200 extra houses to be built on coastal farmland, Cyrus took to Twitter to publicly support the anti-development campaign to her 2.5 million followers.

Mr Guy confirmed he met with the Bass Coast mayor this morning and agreed to bring forward land supply across the other areas of the shire to meet demand, while excluding the controversial land at Ventnor.

The Victorian government has dismissed claims that its planning decisions are influenced by political donors after the opposition called for green wedge area developments to be investigated by the Ombudsman.

Opposition planning spokesman Brian Tee said on Friday he would refer the coalition's green wedges policy to the Ombudsman after concerns that a farmer had allegedly been given

"a nod and a wink"

before a rezoning process involving his property began.

Fairfax Media has reported that a farmer, a developer and a former MP - all of whom have made significant donations to the Liberal Party - are to share in $500 million stemming from rezoned land on Melbourne's outskirts.

Farmer and land owner Peter Carpenter told The Age newspaper he was a donor to local Liberal candidates and had been given "clear support" by candidates that his farm in Cranbourne South would be rezoned.

So what was it that they objected to about the federal government taking over all funding?
