THE Baillieu Government is building a $460,000 train station with no line and no services to coach armed guards to deal with crime.

The Government's promise to have 940 Protective Service Officers on stations by 2014 is looking shaky - police revealed there had been only 300 applications so far.


The first PSOs graduated yesterday at the Police Academy. They include a globe-trotting
baker
, a
farmer
, a
fruit and vegetable stacker
, a
former policeman
, a
tradie
, a
marketing consultant
and a
chemical engineer.


The first intake of 18 PSOs will be deployed at Flinders St and Southern Cross, Richmond, North Melbourne and Footscray stations from Wednesday.

The pretend train station will be built at the Police Academy grounds, where PSOs will be confronted with scenarios of violence.

Baillieu Government leading the nation  - on unemployment growth

VICTORIA is taking the brunt of Australia's job losses. Official figures show a net 33,000 full-time jobs have been lost since April, equivalent to one in every 60 full-time positions in the state
.

Yesterday's bleak jobs data came as Qantas foreshadowed hundreds of job cuts and the possible
closure of one of its two heavy maintenance depots at Avalon and Tullamarine, which together employ more than 1000 people.


Nationally, the jobs figures have gone back to a zig-zag pattern. On a seasonally adjusted estimate, the Bureau of Statistics says Australia gained 46,000 jobs in January, after losing 41,000 in the previous two months.

Seasonally adjusted, unemployment edged down to 5.1 per cent, but the bureau's figures show the big movement has been of people leaving the workforce altogether. In the past year, while unemployment has risen only marginally, the workforce participation rate has fallen by the equivalent of over 100,000 workers.

Roughly half of those lost workers were in Victoria, where the seasonally adjusted figures reported another 15,000 full-time jobs lost in January.



The bureau figures show a tale of two economies.
In the past year Queensland, Western Australia and the Northern Territory have added 44,000 full-time jobs, while the south-eastern states have lost 38,000 full-time jobs.

The Australian Greens have a SUPPORTIVE policy on controlled hazzard burns

These burns are authorized by the STATE GOVERNMENT of the day - and carried out by the Department of Sustainability and Environment

They do NOT require the go ahead from a party that holds NO SEAT in the house of GOVERNMENT


And once AGAIN, you seem to confuse protests by, so called, "greenie groups" with the Australian Greens political party

Baillieu failing over bushfire safety

THE Baillieu government is failing to properly deliver on at least 10 key recommendations made by the royal commission on the 2009 bushfires, a new analysis shows.

The royal commission last year made 67 recommendations that it hoped would prevent Victorians ever again being left defenceless in the face of massive bushfires.

Premier Ted Baillieu and Bushfire Response Minister Peter Ryan - who repeatedly criticised former premier John Brumby for failing to act on every one of the recommendations - pledged while in opposition to implement them ''lock, stock and barrel''.


Now a ''scorecard'' on the royal commission's recommendations shows the government has so far:

■ Failed to put in place a working emergency alert system.

■ Not set up recommended ''safe places'' in half of the state's most bushfire-prone towns.

■ Not completed a register of vulnerable residents in bushfire-prone towns.

■ Proceeded with a far more limited buyback of land in bushfire zones than was promised.

Energy Minister Michael O'Brien also remains silent on the laying underground and the upgrading of power lines - although the government's response is promised by the end of the year.

Other recommendations that have not been completed are: creating enough incident control centres, fixing black spot radio coverage, and making sure firefighting crews have adequate helicopters and planes to fight a large-scale fire - and not enough has been done on arson prevention and on modifying building codes to make new homes safer from bushfires

No rail guards on country lines until 2014

have to wait almost two year
s before they see the first signs of an armed guard at a regional train station
.
But Ballarat commuters did not seem too worried yesterday, saying they felt safe at the station.

As the first group of protective services officers (PSOs) start work on Melbourne’s rail network this week, Chief
Commissioner Ken Lay has admitted it might take until 2014
before they begin guarding country stations in Bendigo, Ballarat, Geelong and Traralgon.

Chloe Sivell, who travels once a fortnight from Melbourne to Ballarat to visit her father, said she had never encountered any trouble on the line.

“I don’t think it is necessary,” Ms Sivell said. “I don’t want armed guards.”

Another regular commuter, Ballarat resident Kieran Ryan, said he took the train once a week to see his girlfriend in Stawell.

“I personally don’t believe we need armed guards as most people’s behaviour is acceptable,” Mr Ryan said.

Mr Lay said the current priority was to target “high-risk stations’’ – those with large numbers of patrons and high rates of reported crime – to ensure police would get “the biggest bang for our buck’’.

This meant officers would be sent to Southern Cross and Flinders Street stations first, followed by stations such as Richmond, North Melbourne and Footscray.

By next year, as more officers graduate, they will start moving through the suburban network and then to regional Victoria “towards the end of the rollout’’ in 2014.

The plan to have two officers on every station after 6pm was a central plank of Ted Baillieu’s law-and-order policy. Under the government’s timeline, 940 officers must be deployed across the network by the state election in November 2014.

But with only 18 graduates so far, critics believe the target won’t be achieved

A fast-moving grass and forest fire that was threatening homes near Daylesford has been brought under control.

The fire has been contained and is no longer threatening homes, a CFA spokesman said.

The blaze burnt through 37 hectares of grassland and blue gum plantations at the edge of the Wombat State Forest, south-west of Daylesford. One shed was destroyed.

Firefighters remain at the scene blacking out the fire.

Residents in Telegraph, Hurns and Sucklings roads in Blampied have been advised that fire and smoke may be visible in the area for some time and to stay off the roads until the fire is extinguished.

A CFA spokesman said 50 fire trucks and four aircraft were involved in fighting the fire that raged out of control for three hours.

It was originally thought to have been 60 hectares in size and was feared to reach homes in six towns surrounding the Wombat State Forest.

Residents were sent emergency text messages and warning signals were broadcast on radio after the blaze began about 1.30pm.

Parts of the Midland Highway were closed but have since been reopened.

Meanwhile, a total fire ban has been declared for tomorrow in three districts - central, including Melbourne and Geelong; South-west; and Wimmera.

Aerial firefighters are on standby in the state’s south-west ahead of this weekend's ncreased fire risk.

The weather bureau has predicted high-than-normal temperatures and northerly winds across the state for tomorrow and Sunday.

CFA state duty officer Craig Brownlie said all Victorians should be ready for above-average temperatures and high winds, especially those in the south of the state.

"The Bureau of Meteorology has forecast temperatures in the mid to high 30s for most of the state which creates a significant risk," he said in a statement. 

"High winds tomorrow morning will also further increase the risk, particularly in the south-west of the state where we have aircraft and resources ready to be deployed."

"There is the possibility of a TFB [total fire ban] being declared for some areas tomorrow and people need to be aware of how this affects them," Mr Brownlie said.

"People travelling around the state, camping and enjoying the summer weather need to take extra care. People need to have a plan about what to do if a fire breaks out and need to be aware of the local conditions," Mr Brownlie said.

A spokesman for the Bureau of Meteorology said temperatures would climb 10 to 12 degrees above the monthly average throughout the state tomorrow, the highest expected in Horsham, where a top of 39 is expected.

He said the north of the state would reach the high 30s today and again on Saturday and Sunday, with southern areas reaching mid 30s.

Fresher northerly winds posed an increased risk of fire for these areas.

"Today winds are fairly light, but over the next two days the northerly will be fresher, which increases fire danger," he said.

The heat spell is expected to end on Monday, with the built-up humidity bringing rain and thunderstorms

Interesting that Julia Gillard described Tony Abbott an having an 18 month tantrum.

Everyone on here knows that perfectly fits our resident "Queen of the Caravan" Buzz and his tantrum that the Liberals won Victoria.

He started criticising on Day 1 of the Government (unbelievable) for the faults that were the prior Government.

Remember for a second the Labor Government that we Victorians booted out left us all with a debt of $17,500,000,000 for the next 30 years for a De-Sal plant that sits idle and has never been used and also got a corrupt police force to release incorrect crime statistics to boost its election chances.

Victorians left stranded by Premier Ted Baillieu

VICTORIA is being paralysed by a lack of leadership, and major concerns have been raised by state and federal MPs about the performance by Premier Ted Baillieu

As Victorians feel the brunt of job losses and turn to Spring St and Canberra for answers, state Liberal MPs have voiced their frustration at Mr Baillieu's go-slow approach.

Front and backbench MPs at both levels of government admit Victoria is in the midst of a leadership vacuum.

It has been a poor few weeks for Mr Baillieu, who has flip-flopped on issues as diverse as the future of the Australian Grand Prix and a teacher's appearance in a porn film, as well as weathering criticism for the Liberal Party's decision not to contest the Niddrie by-election.

During a 3AW interview last week, Mr Baillieu was unable to answer a simple question: can you name one person you will visit on your trip to India? Frustrations at his performance are also growing inside his party.

A veteran Liberal MP told the Sunday Herald Sun last week that Mr Baillieu's leadership style was rubbing his allies - including ministers - the wrong way.
"He seems to believe information is power so he's keeping it to himself and a very select few," the source said.

"We're not getting a lot and that's wrong because he's got a good team around him who are not being used to the best of their abilities.

"Up front he says, 'I've got a good team'. Well, for God's sake, use that talent."

Another Liberal MP said Mr Baillieu's leadership style was beginning to grate.

"There could be a plan, but we don't know anything about it," the MP said.

And yet another Liberal MP said there was concern that Mr Baillieu at times looked disinterested in the role, was gaining a reputation for refusing to answer questions and was on the nose with voters.

TED'S BIG ISSUES



1. JOBS


Under his watch, more than 33,000 full-time jobs have been lost. The Premier has presented no real jobs plan and shows no sign of coming up with one. The state's
haemorrhaging employment rate
is now the biggest challenge facing the Baillieu Government.



2. DECISION-MAKING


Not only does he struggle to make a snap decision on almost everything thrown his way at press conferences, Mr Baillieu seems incapable of taking a swift and unswerving stance on things that really matter. Take the drawn-out decision on whether to keep or scrap Myki, the will-they-or-won't they debate over whether to run a candidate in the Niddrie by-election and the plethora of
reviews
,
reports
and
scoping studies
he has ordered as proof.



3. MAJOR PROJECTS


Despite knowing most of the state's major projects were drawing to a close when he took over the Premiership, Mr Baillieu not only failed to commit to building anything new of significance, he even failed to ensure his Government submitted an application to Infrastructure Australia for funding in its first year. His wish list has been sent to Canberra now but not before
Victoria missed out on key funding to other states while his Government dragged its feet
. What will be Mr Baillieu's CityLink, AAMI Park or EastLink?



4. FINANCES


What started as steady as she goes when the Government's first no-frills State Budget was handed down in the black now threatens to descend into turmoil on the back of the jobs crisis and lower than expected revenue from stamp duty and GST payments.
The Baillieu Government is pushing Victoria to a level of state debt not seen since the days of Cain and Kirner
governments
as it invests in essential infrastructure. The fight is on to keep
Victoria's much vaunted AAA credit rating
alive fewer than two years into his Premiership
.



5. TRANSPORT


Apart from a seemingly endless list of studies, including the Avalon and Melbourne airport rail links, nothing has really been done.
With no new trains or stations apart from those commissioned by the Brumby Government
, our roads are still gridlocked and trains packed.

''My biggest concern is by the end of the year we'll have probably one of the highest rates we've seen of unemployment for years,'' Mr Fox told The Age.


Labor's employment spokesman, Tim Pallas, said the latest figures should be a wake-up call for the government. ''Ted Baillieu might be a big man, but he is casting no shadow over this state's economy and he is putting at risk jobs due to his continued indolence as a Premier,'' he said.


The May budget forecast of 500,000 new jobs over two years now looks unrealistic.
Nine months into the forecast period only 7000 more Australians have been put into work

Baillieu suppresses key report on corruption commission

March 12, 2012.


THE Baillieu government has been accused of shrouding its much-vaunted anti-corruption commission in excessive secrecy after suppressing a key expert report advising the Coalition on the body's most controversial aspects.

Last year the government asked a panel of four experts, headed by former Court of Appeal judge Stephen Charles, QC, to consult lawyers, judges, academics, police, the journalists' union and public service representatives about the powers and scope of Victoria's first anti-corruption watchdog.

Setting up the watchdog was one of Premier Ted Baillieu's core election promises.


The government has confirmed to The Age the report will never be made public

Spin City is alive and well with Baillieu Government ministers relying on almost the same number of media advisers as last year's Brumby government.
An updated Ministerial Media Contact List shows the Coalition employs 21 spin doctors, including media unit head Josephine Cafagna, whose name does not appear on the list
.

At the peak of its powers before last year's election, the Brumby media unit consisted of 22 advisers -- one more than the Coalition, which has built up its numbers since winning office.

The Government claims the new swag of advisers cannot be compared to the Brumby era, because some policy advisers were now taking on media responsibilities.

"A number of Coalition media contacts are full-time policy advisers who also undertake some media responsibilities, unlike the former government who assigned multiple full-time media advisers to work in a central spin unit," a Government spokesman said.


The spokesman said ministerial staff numbers had been cut by 50 and was “a lean administration in contrast to the bloated ministerial offices that had developed under the former government".

The Coalition, despite promising to be more transparent, has refused Freedom of Information requests to release details about the number of staff employed by the Office of Premier and Cabinet and their salaries.

After dealing with unrelenting attacks on its reliance on media manipulation while in power, Labor scrutiny of government spokesman Martin Pakula said the spinning wheel had come full circle.

"The refusal by the Premier to reveal which political staff are employed in his office and what they are paid shows that his promise to cut ministerial staff numbers was just hollow spin," Mr Pakula said.

"He may be employing just as many and paying them twice as much and there is nothing open or transparent about the Premier using his private staff to knock back legitimate FoI requests."

A Labor FoI request for details about the Coalition's staff was rejected because the Government decided the request did not "relate to the affairs of an agency", raising questions about for whom the staff work.

The Opposition claims applications for documents under Freedom of Information have not been answered or, if they have, only after the State Government has exceeded the 45-day legal limit.

show that some requests that are more than three months old have not been answered.
The Herald Sun has more than 20 FoI requests of its own that have not been acted on within the specified time period

This week, the Opposition wrote to Ombudsman George Brouwer calling for an investigation.

This has triggered a political brawl. The Baillieu Government says that Labor's claim is "bogus".

The letter to Mr Brouwer calling for an investigation highlights delays by Community Services Minister Mary Wooldridge and the Department of Human Services in responding to FoI applications.

In the letter, Opposition health spokesman Gavin Jennings said he was concerned that there had not even been a "formal acknowledgment" of some FoI applications dating back to mid-March.

"I therefore ask that you investigate the processing and management of FoI requests by the office of the Minister for Community Services to determine whether or not appropriate measures have been taken to ensure the Minister is fulfilling her obligations pursuant to the Act," Mr Jennings said.

But a government spokesman said these were "false claims" that undermined the importance of the issue and years of work by media organisations to restore government accountability and transparency.

One of Premier Ted Baillieu's election promises was to introduce legislation for an independent FoI commissioner. This is expected to happen after the winter break.

The Ombudsman's office refused to comment

The Premier elect, Ted Baillieu, has today laid out the criteria by which he expects his Government to be judged and it is a brave set of criteria that will be hard to live up to and could pose perils for him in the years ahead.

Open and transparent government
that takes the people into its confidence and
one which welcomes scrutiny
is Ted Baillieu’s guiding principle of Governance. In his own words “What you will see is what you will get from a Baillieu/Ryan Government and
we welcome scrutiny
.”

Just words?

More rhetoric?


That seems unlikely because Baillieu has ruthlessly pursued Labor for the better part of the past four years for deploying spin when substance was required.
The Premier elect can’t afford to fail his own test or his credibility will take a severe hit
