RESTAURANTS, cafes and clubs are toasting the Baillieu Government after it unexpectedly slashed their liquor licence fees.
Renewal bills have been halved for 10,500 small businesses and community clubs hit by steep rises under the former Labor government.

The discounts, which will save some clubs more than $800 a year, are the first step in a liquor licensing revamp that will include automatic suspension of licences at problem venues and discounts for pubs and clubs with good records.

Fees for clubs without gaming machines, community clubs, restaurants, cafes, BYO permits and limited temporary and limited renewable licences have all been cut by hundreds of dollars.

‘‘So I think Victorians are entitled to be concerned and confused about what’s gone on here and if it proves necessary then at least a judicial inquiry will be required,’’ he said today.


There was no promise and you know it, you just cant accept.  There has yet to be anything that suggests it is necessary.  If you can provide proof that is necessary, then be my guest.

You let Rudd off the hook because he says a computer for every student and holds up a laptop, but you think Ted promised an inquest when his words do not suggest that.

You are fast becoming the king of spin and deception by ommission Buzz.

Where is your proof it was promised.

And you link says nothing, he was non committed to anything.  His words were something like Im not going to give a running commentary.

Must suck you cant get this right Buzz.

You seem to be forgetting that this additional revenue didnt bring in the dollars Brumby expected because many venues shut their doors since it became too expensive.

And yours doesnt say they should have a judical inquiry does it.

Where in his words does it say there should be one?  All he has made reference to is the integrity of the system, and those words were in relation to his reply to Brumby who said he wasnt going to waste time on a royal commission for a serial killer.

So once again, you offer no proof, and use quotes out of context.

Head outside Greater Melbourne mate, small clubs were reducing trading hours and in cases no holding functions because of the cost.

This policy targeted Small Business.

Cattle have returned to graze in the Alpine National Park more than five years after they were removed by Victoria's previous government.

The first of 400 cattle have returned to the park this week as part of a "bushfire risk trial"

Under the six-year Department of Sustainability and Environment (DSE) trial, the cattle will graze at six sites covering an area of over 25,000 hectares.

The practice ended in 2005 when the Bracks Labor government did not renew licences for farmers.

Ted Baillieu's newly elected coalition government had committed to returning the grazing as part of its election campaign and issued a statement on Wednesday stamped "Policy Implemented".

But the federal government says Mr Baillieu has been a bit hasty.

A spokeswoman for the federal Department of Sustainability, Environment, Water, Population and Communities said the government should have been consulted about the move and was not.

"Under national environment law, the onus to refer an activity falls on the person carrying out the activity," the spokeswoman said.

"Any activity likely to have a significant impact on a place protected under national environment law, such as a National Heritage place, must be submitted to the federal environment department to see whether federal assessment is needed."

Cattle grazing in national parks is back on the agenda - it was an election policy of the Victorian Coalition that wasn't widely publicised and didn't get much media attention. Renewing the grazing licences would be a backward step for the environment and for ecotourism in the high country.

The key issues examined were whether
''grazing reduces blazing''
, the social, cultural and economic aspects of the licences and the environmental impact of cattle grazing.

The evidence is that both grazed and ungrazed areas of the park were burnt in the 2003 fires. Grazing didn't reduce blazing. Evidence of experienced fire managers and scientists was that the burning pattern of the 2003 fires reflected variables such as vegetation type, inherent fuel flammability, fuel moisture, terrain, and weather conditions or wind direction at the time, rather than grazing.


The most flammable fuel types in the park, which contribute almost the entire available fuel load to bushfires, are branches, twigs, bark, eucalyptus leaves and shrubs. With the exception of some shrubs, cattle do not eat these fuels. Snow grass in alpine grasslands traps moisture and can be very difficult to burn.
 


A firefighter in the 2003 fires told of how he was unable to sustain a backburn in ungrazed snow grass near Mount Hotham. Another noted that fire jumped from shrub to shrub across grassland patches tens to hundreds of metres wide, regardless of whether the area had been grazed.
