AUSTRALIA'S planned new flood levy is sound fiscal policy, a senior analyst at Moody's Investors Service said today, flying in the face of a barrage of criticism for the measure from opponents who say it is an unnecessary burden on taxpayers
.
The comments by Steven Hess, a New York-based senior credit officer in Moody's sovereign risk group, runs counter to a storm of opposition to the government's $1.8 billion tax designed to offset reconstruction costs after flooding wrecked swathes of Queensland.

The state of Queensland makes up some 20 per cent of Australia's $1.3 trillion economy and supplies close to two-thirds of the seaborne trade in the high-grade coking coal used for steelmaking, and the floods have already punched a $5.6bn hole in the federal budget.

Says Mr Hess of Moody’s:
“The levy shows the strong fiscal discipline in Australia.”


Mr Hess, who is Moody's top analyst for the US and Australia, was speaking with Dow Jones Newswires in an interview.

“The Prime Minister's commitment to returning to a balanced position is evidence there is a very strong discipline in Australia,” he said.

When was my last "personal attack"? I presume you mean upon yourself? I have tried VERY hard to avoid getting personal.

nich when I think of all the money they get NOW.. we should automatically have a disaster fund..we shouldnt be begging the few for   a levy...ok this cyclone is different it would be the same as a massive earthquake.. but a normal disaster in this country happens at least once a year..some more so than other, some bigger than others... the govt should already be prepared..

now you watch they will go for a disaster fund but guess who will fund it????.. certainly not consolidated revenue..they have already admitted they cant afford to pay reservists to help with the disaster..

we are to busy spending money on cleaning up the mess of all those misguided programs..and the NBN is so precious it cant wait..but the planet can..lol

hey andrei we had a discussion on whether USA govt has a disaster fund .. or whether they have a levy everytime a tornado rips through the place..

how do the people over there carry on after all is lost??

would you be able to insure your home if you lived in a tornado prone zone?

From most accounts I've read, the disaster response was absolutely woeful in the wake of Katrina - it has been suggested that this was because the worst affected demographic (poor and predominantly non-white people) didn't rate high on the list of priorities for the Bush Administration...

yes nem I think most of us remember that and it was shameful however I am talking about money.... where do they get the money to fix up the country after such devastation???...

I tell you another shamful place is Haiti.. can you imagine us putting up with that 12 months after the quake?..how can this be I dont understand it.they are still in squaller and rubble and no hope..hell in other words.
