It is the hiring the "best and brightest".

If you failed to gain a position with an EEO employer then I'd suggest that you simply weren't up to scratch in comparison with the other applicants.

Why the need to state what?

An employer will state in a job advertisement that they are an EEO employer simply to increase the number of applicants.

'Political correctness' is a RW invention. A scornful phrase to scoff at what is only good manners. No reasonable person would want to tar a whole ethnic group because one of that ethnicity has broken the law.
