Mr Shaw has been the subject of a 20-month investigation by the Australian Tax Office, which has already established he has short-changed one employee who was paid through a trust fund.
The Herald Sun can also reveal the accountant initially underpaid mum-and-dad investors on money owed from a failed investment scheme.
A parliamentary investigation into claims he ordered his taxpayer-financed car be used for his hardware business is continuing.
The issues, as well as allegations of harassment of his ex-wife, present a major headache for the Baillieu Government, which holds power by a single seat.
Documents seen by the Herald Sun reveal the ATO investigation has found the Frankston MP's company, Southern Cross Hardware, did not meet its superannuation obligations to a whistleblower employee.
Sources connected to his hardware business and accounting firm claim the companies concealed several employees' payments.
Mr Shaw's lawyer, Peter Bartlett, issued a statement yesterday acknowledging the business was "still in discussions" with the ATO over an amount under $1700.
"We understand that these discussions are in the nature of commonplace commercial dealings with the ATO," Mr Bartlett said.
"Southern Cross has acted appropriately throughout."
Several investors have also accused the MP of trying to welch on repaying debts owed to them after they suffered massive losses through investments in a failed scheme he ran.
One who lost tens of thousands of dollars said it was only after Mr Shaw's former financial adviser, partner Robert Pearce, blew the whistle on underpayments that Mr Shaw handed over the rest of his money.
"When I read he had been voted into State Parliament I almost choked on my Weet-Bix," he said.
...The Liberals also face scrutiny over claims that sources close to the party pressured Mr Shaw's ex-wife not to make formal complaints over domestic issues as recently as eight weeks ago.
