The cost of QLD Labor legacy

Queensland Health's failed payroll system will cost the state more than $1.2 billion by 2017, an audit has revealed.

But Health Minister Lawrence Springborg told parliament on Wednesday the figure KPMG reported was a "bare-bones price".

It failed to provide for contingency plans for further repairs that could push the bill up by more than 30 per cent, he said.

It also did not take into account fringe benefits tax costs associated with overpayments to Queensland Health staff.

And there was also no provision for necessary upgrades or reimplementation of the system before licensed support ends in 2014/15.

The report, tabled in parliament on Wednesday, showed just over $1 billion of the projected $1.253 billion cost related to day-to-day operation, to ensure Queensland Health staff were paid fortnightly.

The rest, about $245.5 million, is to be spent fixing key flaws with the system and an analysis to determine a longer-term solution.

The report showed the former government, which never conducted a business case, estimated the payroll system to cost about $530 million less to implement and maintain.

The surge in costs was attributed to extra staff required to operate the system, increased demand to fix repairs and the complexity of Queensland Health's award conditions and pay combinations.

About 1000 payroll staff had to make 200,000 manual processes to ensure about $250 million was paid to Queensland Health's 85,000 staff each fortnight, the report showed.

Mr Springborg said the "abomination" was due to the former Labor government's "reckless management".

"This is a damning report," Mr Springborg said.

"It is a shocking citation of failure and bad faith by the former government."
The March 2010 rollout of the new payroll system led to thousands of workers being overpaid, underpaid, or not paid at all.

we seem to spend more money on FIXING something that should never have happened in the first place...

do we ever get anything back from those who were tasked with creating something efficient and sustainable????.. we seem to pay endless streams of money to incompetent people.

and then find more incompetents to take their place..

railways. roads.Health. education.

NOTHING BLOODY WORKS.
yet we pay a fortune for it.

we all know it isnt just Qld in this sorry state...

how much did they pay KPMG for this incomplete report???


its like the FWA report on THOMO.. 4 years and what did we get????

an investigation into FWA.

181 serious breaches .. and more NOTHING.


all we do is investigate the investigator..

Don't worry about it, Can-do Campbell is de-listing the Great Barrier Reef from the UNESCO so we can destroy the reef and become the billionaire state carting dirty brown coal through our putrid waterways. It's a win/win. If anyone can, Campbell can.

Campbell is changing our logo from the "smart state" (lol) to the "filthy but wealthy state", it's more fitting.
I know, we're not there yet, but don't forget the land sale to China for their future food security and the CSG fracking wells every 100 metres.

Damn it! we are fracking smart!!!!!!

Not even close.

The health system ensures the well-being of 4 million Queenslanders and has no 'back up' in case it fails, choppers can be easily replaced, albeit at great expense to the taxpayer.

That 1.2 bil came out of a budget much smaller that the federal budget so it had a greater adverse effect when it was wasted by labor.


Also I don't get the comparison, the sh1t-box choppers had nothing to do with the Queensland government, LNP or labor, it seems to be a strange non-sequitur.

as far as I know mining is the only thing keeping the goodship Labor afloat.. yet it is the ENEMY.

stop it all for a week and see what happens...

if you have a superfund I think you would be one of the first to feel the squeeze.


to me its like everything else...


we improve on the way we do things..

pansi imagine going to a dentist even 50 years ago compared with today...would you rewind the clock????

they improved and got better much to our relief its the same in the mining industry.

if we could have our cake and eat it too..


wouldnt life be wonderful.

If we were less selfish and egotistical we could have mining and the Great Barrier Reef.

'All things in moderation' is a good motto for to live by. It's about time our governments stopped sending us down the gurgler for the almighty dollar. Unspoilt land is more valuable than all the money in the world.

We did alright during the mining busts so there is no reason to go mining crazy just because it's there. I'm sure the state of Queensland won't fold if mining stopped tomorrow. We all know that mining is nearing the end of the boom, then what? no mining and no GBR, too late, once it's ruined, it's ruined forever, unless can-do Campbell can fix it, he probably thinks he's that good.

I've called the Clive and Gina Foundation a few things, and the government for allowing the mining industry to rape and pillage the country, but not the mining industry in particular.

Who wouldn't take advantage of weak governance that allow an industry to destroy the environment?

Where did I say that adel?


What has the wealth from our resources got to do with Twiggy, Gina and Clive..we could have given the rights to explore and dig them up to anyone we liked.
They are after all..Australias resources so its not like they have come up with a new innovative product or business.
Dig it up and ship it out..big whoop..anyone can do that and many others are lining up to do it.
