Labors $322 million program fails to work

A LABOR plan to pay the states to lift children's literacy and numeracy has failed to make inroads despite $322 million in reward payments already being made.

An analysis of test results by the Australian National Audit Office found the so-called national partnership agreement was "yet to make a statistically significant improvement" in any state.

But in this case, it's not their fault.

The failure lies at state level.
