They do, but for privacy reasons and the protection of the people, they keep it under wraps.

How do you know that the salvo's and other charities don't know where these people are?

I know where they are in my area, because I care enough to find out. Or is it easier to deny that they exist? just like the church denied child sex abuse for decades. I haven't seen them, therefore they don't exist.
