"[the mass murder incident] this is the end point of a pathway" [....A 'pathway' ? Murder-ing, is always the end point of a specific [chosen-by-a-person] 'pathway'.]
"[this pathway] starts with someone who is fundamentally resentful, and alienated, and blames others....he taps into the idea that, '[other] people deserve this'...""they 'adopt it' [i.e. their desire to kill others] as an ambition. This is not about a mental illness. THIS IS ABOUT A LIFE CHOICE. A person makes a life choice that at some point, he is going to be a mass killer...." [often, after they have observed a previous mass murder incident, a 'wanna-be' mass murderer will choose the mass murder 'path'.]
"[Q. why]...small children? [A.] They're defenceless." [....why children are so often, becoming the specific victims of mass killers.]
"suspicious and resentment,...hopelessness,...identification [a fascination] with [the act of] 'destruction' " [....the observed 'symptoms', or, personality 'type', of mass murderers.]
"[today, we live in] a 'celebrity' driven culture" [....Perversely, mass murderers seek a type of [post-incident] 'celebrity' from the consequence of their actions. Mass murderers seem to exhibit a [post-incident, post-their-own-death] attention seeking, personality.]
"video game violence feeds [what develops into a psychotic] 'addiction' " [....the violent video game, feeds and 'gratify's' the destructive personality type. And, constantly 'engaging' with violent video games 'NORMALISES' [i.e. 'normalises' the human psyche to] violent 'acting out'. i.e.
By constantly playing violent video games, at a 'deeper level' we lose the sense, that violence against 'others' is fundamentally wrong.]

That is also a healthy mental philosophy to choose to embrace.

The O.T. covenant
FORBADE God's covenant people from killing people because they were not Hebrews [i.e. because they were 'others'], and God
FORBADE his covenant people from dealing unjustly with strangers ['others'].
In the OT, God declared that
HE, God, loved the 'stranger' [and the poor and defenceless].
The God of creation loves all people who are righteous, and who have a clean heart, and who are not envious of others.FROM THE O.T. BIBLE...Exodus 22:21
Thou shalt neither vex a stranger, nor oppress him...Exodus 23:9
Also thou shalt not oppress a stranger...Leviticus 19:33
And if a stranger sojourn with thee in your land, ye shall not vex him.
34 But the stranger that dwelleth with you shall be unto you as one born among you, and thou shalt love him as thyself...n.b.

And I charged your judges at that time, saying, Hear the causes between your brethren, and judge righteously between every man and his brother, and the stranger that is with him.

The ideals that are set out in those O.T. Bible verses DO NOT insinuate, or in any way propose, that there should be any 'unusual', or 'cultural' protection, in law, for those who were strangers.Living among God's covenant people, strangers were required to obey the common law [i.e. the one law for all], and strangers were not permitted to be common criminals, or oppressors [of their neighbours], or murderers.
If a stranger living among God's covenant people committed murder, and was judged to be guilty, that person would die the death of a murderer.
