Prime Minister Julia Gillard says her government has two major items to implement in 2013 before going to an election - introducing the National Disability Insurance Scheme and undertaking further major education reforms.

Ms Gillard took time off from her holidays to make an appearance at the Woodford Folk Festival on Sunday.

She says the government would continue to work to keep the economy strong and jobs rolling, but the other two issues were her "two big ambitions for 2013 before we get around to winning that election".

"I want to see us launch the National Disability Insurance Scheme on the first of July," she told the festival crowd.

"Then the other thing I've got a really big focus on is delivering on further education reforms.

"We had a fair old wake up call in international testing (recently). We can make sure our kids can get a world-class education."

She said the government had already made changes to a number of schools that had been struggling.

"What we've got to do now is take it and upscale and give it to every school and make a difference to every school.

"I'm absolutely determined that we're battling through on that."

Is that as late as they can put it off? Because that's when it will be. They want those trappings of office for every day they can hold them.

She wants NDIS implemented by July - but we know Labor suck at implementation so it could be August.

You need 6 weeks for a decent election campaign. Given Labor's 2PP they will need 8 weeks.

Can't remember the last time an election was held in the last week of September so that leaves mid-Nov as the ideal date.

She wouldn't want to leave it until December when Budget forecast comes out and prove her wrong again.

She's really got no choice hadrian

Labor has to deliver a Budget in May - unless they can produce a Surplus it's another hit in the polls for her

NDIS delivery in July is about the only good news for her.

They've tried to hit Abbott with everything they've got this year - so unless he does something silly his numbers shouldn't go any lower.

LIBs are now in that defensive mode because they know it's their election to lose. No Hewson moment!!

she is clearly indicating that she realises she is a dead duck and is going to hang on to the very last day possible. Politically, it is wise. Ethically however, ir is par for course.

Oh by the way..Ive been chatting to you fellas for around 8 yrs now and theres been two federal elections in that time of which you have predicted wrongly both times.
Granted you have to get it right sooner or later but your record for predicting the demise of the federal Labor Party has been pretty poor up to now.

I've predicted correctly once.

I got the last one wrong because I assumed Gillard was telling the truth when she said

(1) There will be no carbon tax....
(2) There will be a Budget surplus in 2012/13 no ifs no buts

Billy McMahon was a lot better Prime Minister then Howard

McMahon stood his ground on things he didn't change his mind all the time, he wasn't racist like Howard.

yes he lost the one and only election that he led the government in, but he didn't lose his seat at that election

Actually right up to the elections you said the Libs would romp it in and when they didnt you disappeared for 6mths licking your wounds while Longy, Cods and the others stuck around arguing their cases.
You do have something in common with Abbott..when the going gets tough you disappear and let others do the work.
