On a practical note, if you marginalise a lot of mentally-ill people it's only going to be a matter of time before some of them start doing some very anti-social things like:
- stealing a hammer, bashing a cop over the head and taking his gun (this happened outside Parliament House, Melbourne, in December 2012)
- starting bushfires (this may well be happening right now)

If you want to replace Welfare with Law Of The Jungle, don't be surprised if the Jungle turns out to be a nasty place. A nasty place for the "winners" and the "losers".
