Labor’s National Conference will be held from July 24 to 26.

“I think that marriage equality is a matter of legal discrimination, not an issue for a conscience vote ... but I have to say we are a lot further down the track towards marriage equality than I anticipated we would be going into National Conference,” she told Sky News.

Asked if she would still move the motion, Ms Plibersek said: “I think that the debate at (the) conference will be largely about that we now have a leader and deputy leader who are committed to marriage equality in Australia, that we’ve moved in the parliament to that end.

“I expect that the binding vote issue will still come up, but it is less important than the fact that we have a Labor Party that is publicly (demonstrating) the majority of the Labor Party are supportive of this.”

Both the Liberal and National parties oppose recognising same-sex marriages.

Anti-gay marriage forces inside the Abbott government are circulating election polling and surveys that claim at least three Senate seats would be at risk if MPs were allowed a conscience vote and that the Coalition would face a backlash from ethnic communities.

The Coalition party rooms are expected to debate whether or not their MPs should be allowed a conscience vote.
