Iran is reported to be in negotiations with North Korea for the sale of oil..

Iran will sell oil to pretty much anyone. In other news, scientists discover water is "wet". And now for sports with Biff McLargehuge...

Oh, quite insignificant I know, so are America's oil sanctions/embargoes against Iran and the DPRK.

I am not sure, are broken promises tradable commodities?  How much oil could they get for broken promises to build a couple of power stations?
