Simple: every state and territory must agree on the change to the GST, as well as getting it through both Houses in Canberra.

ACT Chief Minister Katy Gallagher says she is not trying to undermine her federal Labor colleagues by supporting Coalition moves to review the GST as part of a wider tax assessment.

If elected in September, the Coalition will commission a white paper on tax which could include the GST.

But federal Labor opposes raising the tax rate and has accused the Opposition of wanting to lift it.

Ms Gallagher says the tax needs another look.

"I understand it's difficult to have a conversation about it particularly in the lead-up to an election but any rational look at this, and look at the Australian taxation system, would at least have the discussion around the GST not necessarily whether you increase it or change it but have it as part of that discussion," she said.

But Ms Gallagher concedes she is out of step with federal Labor.

"I'm not trying to undermine anything and you know I'll leave those matters for the Federal Government and the Federal Opposition," she said.

"I'm coming from it from the point of the Chief Minister of the ACT and I think it's fair and reasonable that at times we will have different opinions to that of a federal government."

I agree with GenX.. But allow the states to collect their own GST.. Collection of Tax by the feds was only supposed to be a temp solution during The Great war (WW1) to fund our military. But if Tax collection was returned to the states we would see a better and more democratic type of federal politician. After all they would have to negotiate with the states to get funding and would protect us from wasteful federal Governments like we currently have.





do you really think so????.... they used to collect the wholesale tax and a right shamozzle that was..

if they collect their own GST we would have a real imbalance thats for sure..and dont forget they can up it when ever it suits them like they did with the wholesale tax.... as it is they get to spend it how they like..

I do think something needs to be done about double bureaucracy  in health for starters... for instance NDIS.. is each state going to have its own full blown ministry to micromanage it.. we waste/spend so much on bureaucracy by the time the money trickles down to where it is most needed its almost blown..something needs to be done..

if they plan on upping any form of Taxes at least tell us how it will be spent..they either need to get more efficient or give it to private enterprise we have an overbloated Public service for a country of this size..

and at the end of the day nothing really works.

Oh dummy, given that majority of public services are administrated by state and not federal governments it makes sense to up the GST as federal government doesnt need to spend massive amounts to prop up the states (Gonski, health, roads, etc)

And the time to do it is now where most states have such a healthy majority. The only state that might be scared is Victoria.

absolutely..... I also believe this is the only real solution to ensuring the cash economy ends up paying at least some money to the taxation system.

Plus remove the tax exempt status of religious organizations and their employees on turnover from enterprises run by them such as employment services and other enterprises that compete in the economy. ie classify board and lodgings provided by the religious organizations to the clerics as 'assessable income' for the purposes of determining tax due.

As well make ALL real estate property and housing transactions subject to GST. Make all Oz nationals declare all income derived OS and pay tax on it.

Andrei wont like that.

Meanwhile the unemployed will have to get a raise because all the price rises will make it intolerable for them. Already they cant afford rent.
